William Johnson (Buyer) and Karen Coffee (owner) of the proposed Oakridge Estates Addition on April 8, 1999. A Feasibility Report was ordered at the May 18, 1999 Council meeting. Attached is a copy of the Executive Summary from the Feasibility Report and a drawing of the proposed project. The proposed improvements include the street and storm sewer on Coffee Trail and the turn lane/bypass lane on McAndrews Road. The total project cost is approximately 5492,000. The project is totally assessed to the benefiting properties which are the ten (10) new lots in the Oakridge Estates Addition. The plans and specifications for the street and utility improvements will be received on July 6, 1999 with an award of a contract on August 3, 1999 and project completion this fall. Staff recommends that the City Council takes the action as described below. COUNCIL ACTION: - 5 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT, APPROVING THE PROJECT AND ORDERING PLANS AND SPECIFICATIONS FOR THE OAKRIDGE ESTATES STREET AND UTILITY IMPROVEMENTS CITY PROJECT #310 WHEREAS, pursuant to the resolutions of the Council adopted on May 18, 1999, a report has been prepared by the City Engineer with reference to the improvement of Oakridge Estates Addition Street & Utility Improvements, City Project #310, and this report was received by the Council on June 14, 1999, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-effective, and feasible. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,MINNESOTA: 1 . The Council will consider the improvements in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes, Chapter 429 at an estimated cost of the improvements of 5492,000. 2. Such improvements are hereby ordered as proposed pursuant to a petition by the affected property owner. 3. The Oakridge Estates development is located on the 53-acre Coffee property which is on the north side of McAndrews Road (County Road 38) between Danbury Way and Shannon Parkway. The project includes approximately 9001inear feet of storm drain, 1,800 linear feet of street construction, and 1,1001inear feet of turn lane/bypass lane construction. The total estimated project cost is $492,000, all of which is assessable to adjacent properties. Spreading the $492,060 for street and utility improvements over the 10 proposed lots, yields an approximate assessment rate of$49,200 per lot for street and utility improvements. This improvement is necessary to provide the subject property with street access to the proposed lots. In addition,�the improvement is cost effective and feasible from an engineering standpoint. Due to the size of the project and the nature of construction,this project would best bid and constructed as an individual project rather than combining the project with any other work. Project construction is scheduled for mid-August with final completion of the project in October of 1999, and the assessment hearing in the fall of 1999. Johnson Construction, Inc. and � Consumers Real Estate Services, Inc.) authorized the preparation of a preliminary report for construction of streets and utilities in Oakridge � Estates. This improvement has been designated as City Project No. 310. 1.2 Scope The purpose of this report is to determine the engineering feasibility of , the project based on a review of the data available and to make recommendations, and provide cost estimates for the proposed , construction. 1.3 Data Available Information and materials used in the preparation of this report include: � • Preliminary P1atlGrading Plan for Oakridge Estates (April 1999) • Tree Inventory Plan for Oakridge Estates (April 1999) � • City of Rosemount Construction Record Drawings � • City of Rosemount Storm Water Management Plan (February 1998) • City of Rosemount Assessment/Improvement Policy (March 1992) � • Improvement Policy for Public Infrastructure (July 1996) • City of Rosemount Comprehensive Wetland Management Plan (July � 1998) 2.0 General Background � 2.1 Location The project location is shown on Drawing No. 1. The project area is � located in the north half of Section 18, Township 115 North, Range 19 West.The project is located on the 53-acre Coffee property located on the north side of McAndrews Road(County Road 38)between Danbury Way � and Shannon Parkway. 2.2 Site Conditions � The project area is currently used as a horse farm. Existing structures within the project area include a home, a horse barn, and some small out buildings. The topography of the site is hilly and the site is partially Iwooded. � Oakndge Estates- Street and Utility Improvements A-ROSEM9906.00 , City of Rosemount, Minnesota Page 2 � � There are 10 identified wetlands on the 53-acre parcel according to the Rosemount Comprehensive Wetland Management Plan.Wetland impacts � are discussed further in Section 3.4. A subsurface exploration report was prepared for this project by the developer. The soil borings showed a thick clay layer(10 to 20 feet) over � silty sand. Ground water was encountered in the borings at depths ranging from 2 feet to 16 feet below the surface. � 3.0 Proposed Improvements 3.1 General , The developer proposes to demolish the existing house and out buildings and develop 10 rural residential lots. A new cul-de-sac street extending � north from McAndrews Road in the approximate location of the existing driveway would provide access and frontage for the lots. The lots will have custom building sites individually selected and graded for each � customer. Lot grading will not be included in the City's construction contract. 3.2 Storm Drain N, Proposed storm drainage facilities are shown on Drawing Nos. 3 and 4. The facilities include stortn drain piping located in the street which will � convey storm water flows from the northern part of the site to the southern part of the site. Storm drain piping varies in size from 15-inch to 21-inch diameter pipe. � The Storm Water Management Plan (S.W.M.P.) recommends that an 8-foot channel be constructed to convey flows from ponding area LH 1205 to ponding area LH 1222. With the construction of the proposed � street between these ponding areas, storm water flows between the ponding areas will be conveyed through the storm drain piping in the � street rather than through an 8-foot channel. The proposed storm drain facilities include an overflow pipe which will convey storm water from ponding area LH 1205 to ponding area LH 1222 via the storm drain � system. Easements will be needed at each pond location for the overflow pipe and the discharge pipe, respectively. � Catch basins will be installed at the curb line to collect storm runoff from the street. The catch basins will be installed with sumps to collect sediment from the street prior to discharging the sediment into the � wetland areas. � � Oaknd e Estates- Street and Utilit Im r v _ g y p o ements A ROSEM9906.00 City of Rosemount, Minnesota Page 3 i � � 3.3 Street Construction The project includes the construction of a new roadway as shown on � Drawing Nos. 2 through 4. The proposed roadway is 28 feet wide between curb faces. The southerly 200 feet of the new street will contain a center median to facilitate an entrance monument. The proposed right- � of-way width for the street is 50 feet, except for the southerly 200 feet, which requires an 80-foot right-of-way. Until the property to the north is developed, a cul-de-sac is proposed � approximately 250 feet south of the northern boundary line. The cul-de- sac will have a 45-foot radius. The road bed will be rough graded � between the cul-de-sac and the northerly property line to facilitate a future extension to the northern boundary line. The proposed street section for the new roadway consists of a 2-inch � bituminous wear. course, a 2-inch bituminous base course, a 6-inch aggregate base course, and a modified "S" design (surmountable) concrete curb and gutter. Due to the high water table and existing clay � soils, a 2-foot sand subcut and drain tile will be constructed below the pavement. In some areas where soils are found to be extremely poor, geotextile fabric may be used below the sand layer. Fine grading, � topsoiling, and seeding of the boulevard areas adjacent to the curbs will be included in the City's contract. � All street lighting facilities will be constructed, owned, and maintained by Dakota Electric Association (DEA). The street lights will be provided as part of the extension of electrical service to the project area. Therefore, � construction of street lighting facilities will not be included in the City's construction contract. Provisions for electrical service and associated restoration will be paid for and coordinated by the developer. Installation � of the below ground components of the lighting system will take place concurrently with final boulevard grading. Installation of the above ground components of the lighting system will not occur until the City's � street project is completed. In accordance with City requirements, lantern-type lighting units will be � installed by the developer. The developer will coordinate and pay for the installation and restoration associated with natural gas, telephone, and cable television service. , 3.4 Wetland Impacts According to the Rosemount Comprehensive Wetland Management Plan, � there are 10 identified wetlands on the property. Only one of these wetlands will be negatively impacted by the proposed improvements. The impacted wetland has been identified as Wetland No. 606 in the Wetland � Management Plan. This wetland is designated as a Type "Utilize" � Oakrid e Estates-Street and Utilit Im rovements A-RO EI�I 9 Y p S 9906.00 City of Rosemount, Minnesota Page 4 � � ' wetland. Wetlands in the "Utilize" category require a 15-foot buffer and allow utilization for storm water with no pretreatment. A portion of this � wetland will need to be filled in order to construct the roadway. The area to be filled (impact area) is approximately 2,000 square feet in size. In accordance with the Wetland Conservation Act (WCA) of 1991, � wetlands which are filled must be mitigated at a 2:1 ratio. In other words, a 4,000 square foot wetland must be created to mitigate the 2,000 square foot wetland that is impacted by the proposed roadway. � � The proposed wetland mitigation plan is shown on Drawing No. 6. It is proposed that the east side of Wetland No. 606 be excavated to create � additional wetland area. The additional area created by the excavation will satisfy the 4,000 square foot mitigation requirement. In order to ensure the growth of wetland vegetation in the newly created area, the , surface of the mitigation area will be covered with topsoil salvaged from the impacted wetland. This topsoil will contain nutrients and vegetation that is conducive to wetland areas and thus, will help to establish the , newly created wetland with vegetation. The estimated costs for wetland mitigation has been included in the street construction cost estimates. � A Nationwide Permit for Wetland Impacts will be required from the U.S. Army Corps of Engineers (COE). This work can be completed under the Section 404, No. 26 Nationwide Permit which allows the filling of a � wetland up to a half-acre in size. A WCA permit will also be required from the Local Governmental Unit(LGU). In Rosemount, the City is the LGU and therefore, the City would grant the WCA permit for this work. � 3.5 Turn Lanes and Bypass Lanes The proposed turn lane and bypass lane on County Road 38 is shown on � Drawing No. 5. The right turn lane for westbound traffic and the bypass lane for eastbound traffic will be required by Dakota County as a condition of granting the entrance permit onto County Road 38. The � County has sited increased traffic on County Road 38 and restricted sight distance as reasons for requiring a turn lane and bypass lane. � The right turn lane for westbound traffic will be approximately 300 feet long with a 180-foot taper. The bypass lane for eastbound traffic will be approximately 250 feet long with 180-foot tapers on each end. County � Road 38 is currently a two-lane bituminous rural roadway with 10-foot wide bituminous shoulders. The construction of the right turn lane and bypass lane will require removal of the paved shoulders and construction � of a heavier pavement section. A proposed pavement section for the turn lane and bypass lane will be 2 inches of bituminous wear, 2 inches of bituminous base, 10 inches of Class 5 aggregate base, and 2 feet of � granular borrow. Due to the heavy wet soils, drain tile will be installed along the perimeter of the turn lane and bypass lane. � Oakrid e Estates-Street and Utilit Im rovements 9 y p A-ROSEM9906.00 City of Rosemount, Minnesota Page 5 � , � 3.6 Easements Existing easements across the site include a NSP 50-foot wide overhead , electric easement which runs from the southwest to the northeast part of the site. In addition,NSP has an easement along the east boundary of the site. � Proposed easements for storm drain facilities include a 30-foot wide drainage and utility easement from the pond to the street on Lot 3 of Block l, and a 30-foot wide drainage and utility easement from the street � to the pond on Lot 1 of Block 2. Easements in these locations facilitate pond overflows as identified in the Storm Water Management Plan. A , ponding and utility easement will also be required over the pond on L,ot 1 of Block 2. This ponding and utility easement is necessary because storm water from the street will discharge into the pond. , The preliminary plat indicates that a 10-foot strip of land along the north side of County Road 38 will be dedicated to the County for additional right-of-way width. This will increase the County's half right-of-way � width from 50-feet to 60 feet. The southerly 200 feet of the new street will contain a center median to � facilitate an entrance monument. The proposed right-of-way width of the new street will be 80 feet in this area. The remainder of the roadway will be platted as a 50-foot right-of-way, except for the cul-de-sac, which will � be platted at a 120-foot diameter. � 4.0 Permits Construction permits will be required from several agencies for this project. The estimates do not include acquisition costs for easements which may be required. Street lighting, electrical, gas, telephone, and cable television costs are not included in the estimates. � . Site grading for individual lot pads is not included in the scope of work and is not part of the cost estimates. � The cost estimates are based on bid prices obtained from similar type projects during 1998. The cost estimates include allowances for contingencies (10 percent) and anticipated legal, administrative, � engineering, and fiscal costs (30 percent). The total estimated project cost is$492,000. Spreading the $492,000 cost for street and utility improvements over the 10 assessable lots yields an approximate assessment rate of$49,200 per � lot. ' 6.0 Project Schedule The proposed schedule for this improvement is based on the provisions � of Chapter 429 of the Minnesota State Statutes. The schedule assumes that all elements of the improvement,including developer obligations and easement acquisitions, are completed in a timely manner. � Since the petition is signed by 100 percent of the property owners benefitting from the proposed improvements, the City will not have to hold a public hearing to consider the improvements.
