The Feasibility Report for the project named after the proposed street is attached. Approximately 57 acres will be improved with this proposed project. The estimated project cost is S 1 ,145,000 and includes street, watermain, sanitary sewer and storm sewer improvements. This project will provide City services to the proposed Wayne Transport site, to additional Fleet Development/Anderson Trucking areas and other properties adjacent to Solberg Aggregate. The Sanitary Sewer, Watermain and Storm Sewer Core Funds will be utilized for oversizing in this area. The project may cost up to $2,426,000 if the grading is done with the project. Staff is working with the Koch, Wayne Transport, Fleet Development and Solberg Aggregate representatives on this project. If all approvals and signatures on Petition and Waiver Agreements can be secured, the public hearing will be canceled prior to the April 6th date. Staff recommends the Council take the action as described below. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING ON THE CONLEY AVENUE STREET AND UTILITY IMPROVEMENTS, CITY PROJECT #303. , COUNCIL ACTION: 3 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING ON THE CONLEY AVENUE STREET AND UTILITY IMPROVEMENTS CITY PROJECT #303 WHEREAS, pursuant to resolution of the Council adopted January 5, 1999 a report has been prepared by WSB and Associates, Consulting Engineers, with reference to the improvement of Conley Avenue Street and Utility Improvements, City Project #303 and this report was received by the Council on March 16, 1999, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-effective, and feasible. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount: 1 . The Council will consider the improvement of such street and utility improvements in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of 52,426,000. 2. A public hearing shall be held on such proposed improvement on the 6th day of April, 1999, in the Council Chambers of the City Hall at 8:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law. EXECUTIV� SUMMARY City Project Na. 303 includes site grading and the canstruction of street and utility improv�ments for Con�ey Avenue (a R.osemount Municipal State Aid (MSA) street) within a proposed 57-acre industrial development. The development is located east of Trunk Highway (TH) 52, north of Dakota County State Aid Highwa,y (CSAH) 42, south of 140�' Street East, and east of Rich Valley Golf Course. A map sh�wing the praject lacation is shown on Figure l. The proposed improvements include the construction of Canley Avenue, a 44-foot wide urban collector street consisting uf bituminous pavement�nd B-618 concrete curb and gutter. Y.l'tility improvements include the construction of lateral waterm�.in,sanitary az�d storm sewer systems. Tn additian to the proposed lateral improvements will be trunk stoz7m sewer and watermain systems. The pr�ject cost for the street and utility improvements is estimated at $1,174,4�0, which includes a 10%contingency and 30%indirect costs. Thepraject cost for the site grading is estimated at $1,252,OQ0, which includes a l0a/o continge�acy and 25% indirect casts. This resuIts in a total es�imated project cost of$2,426,000. Funding for the project would be provided primarily by special assessments to the benefitting properties. Funding from Mn/D0�' through their Cooperative Agreement program may become available. If fundi,ng is received, it�auld be used to reduc�the special assessment amounts. In addition, there would be contributions from the City of Rosemount's Water, Storm Sewer and Sanitaxy Sewer Core funds to fund oversizing costs associated with trunk utility improvements. The grading of the site will be completed prior to the street and utility improvements,either with priv�te financin�or as a separate Cxty project. The majority of the improvements can be completed, including the first two lifts of bituminous and aIl restoration items, in 1999. The finallift of bituminous is proposed to be constructed in 2000. Tt is intended to assess the cost of the iz�nprovements in 1999. This projeet is feasible, necessary and cost-effective from an engineering standpoint and should be constructed as proposed herein. INTRODUCTION 2.1 Authorization � On January 5, 1999, the Rosemount City Council authorized the preparation of a Feasibility Report to address development-related infrastructure costs attributed to the � Conley Avenue Street and Utility Construction project. This project has been designated as City Project No. 303 and State Aid Project (SAP) No. 208-117-01. ' 2.2 Scope ' This report addresses the construction of site grading, street, and utility improvements necessary for the development of 57 acres of industrial property located in the northeast quadrant of the TH 52 and Dakota CSAH 42 interchange. As part of the project, ' Conley Avenue, an urban collector street, will be constructed. Conley Avenue was previously designated as a Municipal State Aid (MSA) street due to projected traffic , volumes and the overall benefit to Rosemount's street system. Because of the designation as an MSA route,Conley Avenue must be constructed according to current state-aid standards. � The proposed improvements also include construction of lateral and trunk storm sewer, watermain, and sanitary sewer systems. Site grading will be completed privately or as ' a separate city project prior to construction of the street and utility improvements. GENERAL BACKGROUND 3.1 Project Location (See Figure 1) ' The property is contained within a 57-acre parcel which is bordered by TH 52 on the west, 140`� Street East on the north, Rich Valley Golf Course on the east, and CSAH ' 42 on the south. ' 3.2 Project Zoning The Solberg Aggregates and Fleet Development sites are currently zoned industrial. , The remainder of the site will require rezoning to allow for development of the Wayne Transports facility and the expansion of the Solberg Aggregates and Fleet Develop- ment sites. , 3.3 Existing Conditions ' The terrain within the project area includes a large hill located within the southern portion of the property. The azea south of the hill drains generally toward the south ' and east to a ponding area within the Rich Valley Golf Course property. The area north of the hill drains to a natural swale located south of the existing Fleet Develop- , ment property and discharges east to the golf course property, eventually reaching an existing ponding area. This ponding area, located within the golf course property, is referred to as Pond ERV-P 1814 in the City of Rosemount Stormwater Management ' Plan. The natural swale also accommodates flow from a large drainage area located to the west of TH 52 within the U of M East drainage district. Storm water from the west side of TH 52 is directed to the site across TH 52 through two existing 36-inch , reinforced concrete pipe culverts. � The project area is currently served by the Rosemount Rural Water system. The system was designed as a temporary means to supply water to the Eastern Service Area of the City. The system adjacent to the property consists of four-inch and six-inch PVC pipe. , The City's Water Supply and Distribution Plan calls for the Rural Water System to be abandoned once the Eastern Service Area is developed in the future. , Sanitary sewer is currently not constructed within the property. Sanitary sewer was recently constructed to serve the Fleet Development site located in the northeast corner � of the property. The trunk sanitary sewer was extended south from an existing Metropolitan Council Environmental Services (MCES) interceptor to a point directly across 140�' Street East from the Fleet Development facility. They have completed mining granulaz material out of the hill located toward the south end of the site. , Fleet Development is located in the northeast corner of the site. This property was developed in 1998. Additional development of their site will continue in the near ' future, resulting in expanded parking areas. ' An existing farmstead is located in the northwest corner of the site within the proposed Wayne Transports property. The farmstead will be demolished privately to accom- modate future development. � A 12-inch diameter high-pressure gas main owned by Northern Natural Gas is located along the east side of the property. It is located within a 50-foot easement along the , entire length of the east property line. ' 3.4 Traffic Analysis (See Figure 2) The TH 52 intersection with CSAH 42 is currently a grade-separated interchange, � while 140�' Street East is an at-grade intersection with TH 52. The 140th Street East intersection currently allows for turning movements in all directions. ' An analysis of the existing and projected traffic volumes adjacent to the site was completed as part of a Mn/DOT Cooperative Agreement submittal dated December 17, ' 1998. The purpose of the cooperative agreement submittal was to receive partial funding from Mn/DOT for the construction of Conley Avenue, which would act as a frontage road for TH 52 and provide access to the site. In addition, modifications to � the TH 52/140th Street East intersection and CSAH 42 were proposed as methods for improving the safety of TH 52. At this time, Mn/DOT has not committed to partial funding for this project. PROPOSED IMPROVEMENTS 4.1 Street (See Figures 3 and 4) , The construction of Conle Avenue between CSAH 42 and 140�' Street East is the Y ' primary purpose of this proj ect. In order to aid in the safety improvements for TH 52 and CSAH 42, all access to the developed properties will be from Conley Avenue. Conley Avenue will be constructed according to state-aid standards to a width of 44 ' feet, including bituminous pavement and B-618 concrete curb and gutter. The pavement section will be designed to accommodate a 10-ton axle load,and will consist of approximately five inches of bituminous and 12 inches of Class 5 aggregate base. ' The design of the pavement section may vary slightly, depending on soil conditions and projected traffic volumes. ' In addition to the proposed improvements to Conley Avenue, modifications will be made to CSAH 42 to accommodate the development. Currently, Solberg Aggregates � has two driveway accesses to CSAH 42. As part of the improvements,both driveways will be removed. A new access to Solberg Aggregates will be constructed from Conley Avenue to their existing parking lot. Removal of the driveways to Solberg Aggregates , will allow for construction of a right-turn lane from westbound CSAH 42 to the northbound ramp of TH 52. All modifications to CSAH 42 will be coordinated with ' the Dakota County Highway Department. The City will attempt to obtain funding from Dakota County to complete these improvements. If no funding is available, it is likely these improvements will not be completed as part of this project. � If Mn/DOT enters into a cooperative agreement with the City, modifications to the 140�' Street East intersection with TH 52 will be necessary. The modifications would ' vary from a partial closure to a complete closure of the intersection. For the purposes of this study, closure of the center median and removal of the existing left-turn lanes ' have been included in the estimated project cost. If a cooperative agreement is not approved, it is likely that the intersection will not be modified as part of this project. , 4.2 Site Grading (See Figure 5) In an effort to accommodate the construction schedule for the Wayne Transports ' facility, it will be necessary to start the site grading as soon as possible. Consequently, the site grading for the project will be completed privately or as a separate contract , prior to construction of the street and utility improvements outlined herein. As a result, nearly the entire site will be modified as part of the grading ' operation. The majority of the excavation will occur within the lazge hill at the southern end of the site. In addition, there will be subgrade excavation within the proposed Wayne Transports site to remove poor soils from the parking lot area. The ' poor soils will be replaced with excess granular material from within the site. � The site grading includes filling the two existing ponding areas within the Fleet Development site, as well as the existing ponding area within the Solberg Aggregates site. Three new ponding areas would be developed as part of the grading operation. ' The new ponding areas would not be lined with clay soils, which would allow the storm water to percolate into the existing granular material. This will help to minimize the impacts on the Rich Valley Golf Course property adjacent to the site. , There will be a large amount of excess soil generated as a result of the grading ' operation. The excess material includes approximately 300,000 cubic yards of granular material and 74,000 cubic yards of topsoil and muck. The estimated project cost assumes that the granular material will remain within the site,and the topsoil and muck ' will be hauled away. The cost can be reduced if the topsoil and muck can be utilized within or adjacent to the site. Staff will work with the property owners to resolve this issue. ' 4.3 Storm Sewer (See Figures 3 and 4) � The City's Comprehensive Stormwater Management Plan calls for creation of a ponding area west of TH 52 referred to as Pond UME-P 1835. The plan calls for a 48- � inch trunk storm sewer pipe to connect this future pond with the pond located on the golf course property, Pond ERV-P 1814, replacing the existing natural swale. As part of this project, it will be necessary to construct a 48-inch trunk storm sewer pipe to � accommodate the flow across the property, as outlined in the City's Stormwater Management Plan. � As part of the development of this site, it will be necessary to create ponding areas to provide adequate stormwater treatment and rate control in accordance with the City's � Comprehensive Stormwater Management Plan. The ponding areas will be sized to maintain the existing flow rate onto the golf course property the same as it is in the ' current, undeveloped condition. The ponds will be designed to maximize infiltration and percolation to minimize the rate of outlet dischazge. � Lateral storm sewers will be constructed in accordance with state-aid standards to serve the Conley Avenue right-of-way. The storm sewer system has been designed for a 10- yeaz rainfall event. Additional storm sewer will be constructed to serve the Wayne , Transports site at the property owner's request. ' 4.4 Watermain (See Figures 6 and 7) Water service to the property is available from the existing Rosemount Rural Water , System. The existing system consists of four-inch and six-inch PVC watermains. A new 16-inch diameter main will be constructed within the Conley Avenue right-of-way to serve the properties within the development in accordance with the Rosemount ' Water Supply and Distribution Plan. The 16-inch main will be connected to the existing four-inch PVC main at 140`'' Street East and the six-inch PVC main at � CSAH 42. The 16-inch main will be extended to the south across CSAH 42 for future connection when the Eastern Service Area is developed. A six-inch diameter pipe will be constructed across the future Wayne Transports site to connect the 16-inch main 1 within Conley Avenue to an existing six-inch PVC main along the east side of TH 52. Fire hydrants will be installed along Conley Avenue in accordance with City Standards; � however, the existing Rural Water System is not sized to provide adequate fire protection. Once the Eastern Water Service Area is created, adequate fire protection � will be available to the properties. In the interim, individual fire protection systems will be required for each property in accordance with City and State code requirements. ' Water service lines will be extended to the individual properties as required. A six- inch water service to serve the Wayne Transports site will be looped through the property at the property owner's request. � 4.5 Sanitary Sewer (See Figures 6 and 7) � Sanitary sewer to serve the property will be provided by 10-inch PVC gravity sewer extended to the south along the Conley Avenue alignment from the sanitary sewer � constructed to serve the Fleet Development property. The sanitary sewer will be extended to the south of CSAH 42 to serve future development south of CSAH 42. , Sanitary services will be extended to the right-of-way line for each individual property as necessary to serve future development. No trunk improve- ments are anticipated to be completed as part of this project. � 4.6 Sidewalk/ Pathway , No sidewalks or pathways are proposed as part of this project. , 4.7 Private Utilities / Street Lights The development will be provided electrical power by Northern States Power (NSP), ' phone service by Frontier Communications, and gas service by Peoples Natural Gas. Street lights for the improved streets will be incorporated into the project and assessed ' to the property owners. 4.8 Permits /Approvals ' Permits will be re uired for this ro'ect from the Minnesota De artment of Health for q P J P ' the watermain extensions and the Minnesota Pollution Control Agency (MPCA) for the sanitary sewer extensions. In addition, approval of the sanitary sewer plans is required by the Metropolitan Council-Environmental Services. The final plat requires ' approval by the Dakota County Plat Commission and Boazd of Commissioners. Because Conley Avenue is a state-aid roadway, the plans will require approval by the ' state-aid office prior to accepting bids for the proj ect. Permits from the Dakota County Highway Department and Mn/DOT will be required for any work performed within the , CSAH 42 or TH 52 rights-of-way. 4.9 Right-of-Way/Easements ' The proposed street right-of-way and all necessary easements will be dedicated by the developer as part of the final plat. The majority of the proposed improvements will be ' located within the proposed rights-of-way or easements. For the utility work within the proposed Wayne Transports site, and the driveway modifications within the Solberg ' Aggregates site, temporary easements will be necessary. It is anticipated that these easements will be provided by the property owners.
