City Engineer/Public Works Director �`�� ,�� �, � ATTACHMENTS: Letter from Dakota County and Sign Info APPROVED BY: /�` On November 2, 1999 Mr. James Pence, who lives near the new extension of Diamond Path south of County Road 42, presented information and a request to the City Council to have the speed limit changed on this new segment of Diamond Path. Mr. Pence's' reasoning is that there are many children in the area and that many gravel trucks will be utilizing this new roadway. Mr. Pence had requested that the City request to the Commissioner of Transportation to perform a speed analysis of the roadway. Attached is a letter from Mr. Pete Sorenson, the Traffic Engineer from Dakota County. The letter requests that a speed study be completed on this segment of roadway. Diamond Path is County Road 33 and is the County's responsibility. As a routine item after a new roadway is opened up to traffic, a request is given to the Department of Transportation to perform an analysis of the speed .limit. Currently the new extension of Diamond Path is signed for a 45 M.P.H. speed limit. We have had eight calls from citizens concerned with traffic on the intersecting streets of December Trail, 153`d and 155t'' Streets. The City Public Works Department installed 30 M.P.H. speed limit signs immediately on the east side of the new extension of Diamond Path. In an urban area all City streets (unless marked otherwise) have a 30 m.p.h. speed limit. The installation of these signs is just to remind people that they are entering a residential area with a lower speed limit than on the County Road, Diamond Path. We also have had many requests for the installation of "Children At Play" signs. It has been our past practice to not install these signs except in very unusual circumstances. The reason for not installing these signs is as described in the attached literature from the Institute of Transportation Engineers. They have little or no effect on the traffic and are not enforceable. If we did install these signs, Staff receives enough requests that they would be installed on every block in the City. Staff will be reviewin these items with you at the meeting. RECOMMENDED ACTION: Discussion. Asst. Please be advised that the City Council will be hearing the staff report on the Diamond Path Extension regarding public comment at the December 7, 1999 regular City Council meeting. Mayor Busho would like to invite you to attend and inform any others whom may be interested in staff findings. The City Council meeting begins at 7:30 p.m. and this is one of the first items to be discussed. Only the four people who spoke at past meetings have been individually notified. I apologize for the lateness of this notice. It was requested to have the notice mailed out on Friday after the agenda was complete, but I overlooked it. I hope this delivery of the notice and phone message will enable you to attend.
