The city has received three proposals for completing the Alternative Urban Areawide Review(AUAR)process
for the 530-acre Kelley Trust property. A summary of all three proposals is attached for your review. The cost
of this environmental review process will be paid 100 percent by the property developer/owner; the city is
identified as the"Responsible Governmental Unit(RGU)".
Staff and Contractor Property Developers are in the process of reviewing the proposals from SRF, Barton-
Ashman and Bonestroo based upon the criteria identified in the RFP. Staff will make a recommendation at the
meeting for your consideration.
Staff has also had discussions with Apple Valley city staff regarding the 50 acres of the Kelley Trust property
within Apple Valley. The city does not have the authority to authorize the AUAR within Apple Valley's
jurisdication although the EQB is supporting on AUAR for a11580 acres. Therefore,the contract with the
consultant may be amended if Apple Valley agrees to participate in the AUAR process.

REQUEST FOR PROPOSALS
ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR)
Client: City of Rosemount, Minnesota (the "City")
Project: Kelley Trust Property Residential PUD (the "Project")
Developer: Contractor Property Developers Company ("CPDC")
Date: June 9, 1999
Deadline: June 28, 1999
Introduction
The City recently approved a concept residential Planned Unit Development (PUD) for
a 535-acre site owned by the Kelley Trust. The proposed development includes 1,153
housing units with a mix of ten housing types at a 73/27 percent split of single family
detached and multi-family units. Approximately finrenty-five percent of the total site will
be maintained as public and private open space. The City's comprehensive plan
identifies this area for Transition Residential, due to the extent of 5-acre rural residential
lots along the northern edge of the Kelley site.
Scope of Work
The consultant shall prepare an AUAR for this Project consistent with state regulations
and the guidelines of the state's Environmental Quality Board (EQB). The scope of the
AUAR will include the entire 535-acre site in Rosemount with a possible extension to an
additional 50 acres adjacent to the western edge of this site within the City of Apple
Valley. The AUAR will analyze finro development scenarios as follows: (1) the approved
Concept Plan as identified in the attached Resolution approved on 6/01/99, and (2) a
more traditional development of standard single family lots (75%) and standard
townhome lots (25%). The AUAR shall recognize the City's approved 2000
Comprehensive Plan and the proposed 2020 Comprehensive Plan (currently under
review by the Met Council). .
Wesfinrood Professional Services, Inc. has provided planning and engineering services
to CPDC for the Project. The City ant'icipates that Westwood will continue to provide
residential design services for this AUAR, including the approved Concept Plan. The
second development scenario will either be done by Westwood or the consultant,
pending further review of the consultant proposals. The consultant selected for this
AUAR will work with Wesfinrood in order to complete the entire environmental analysis.
The City will provide a central coordinating function and give direction during the
complete AUAR process.

The City anticipates that a consultant will be selected by early July with a project start
date of approximately July 7, 1999. The AUAR should be completed by the consultant
and approved by the City within a estimated 90-120 day period.

Proposal
Six (6) copies of a written proposal shall be submitted to the City with the following
minimum information: �
A. A description of the work tasks associated with this AUAR and the level of
coordination with city/county/state/other agencies and organizations (including
the number of anticipated public meetings).
B. A list of the personnel that will be assigned to this AUAR, including the one
person having direct and primary responsibility.
� C. A list of experience as evidenced by other AUAR's and/or other environ-mental
review projects similar in nature to this Project.
D. A description of commitment to this AUAR, especially concerning its completion
in a timely manner as described in the Schedule above.
E. A description of the consultant's costs for this AUAR, including a "not to exceed"
proposal with a schedule of billing rates for personnel.
The proposal shall be submitted on or before 4:00 p.m., Monday, June 28, 1999 to:

Selection Process
City staff will review all complete proposals and forward them to the Rosemount City
Council for its consideration on July 6, 1999. Proposals will be evaluated by criteria
including, but not limited to,
A. Qualifications and expertise of key personnel assigned to the AUAR, including
the strength of a team assigned to this project.
B. Experience working with similar types of environmental review projects.
C. Organization and clarity of the proposal in relationship to work tasks and timely
completion.
D. Cost effectiveness of the proposal.
E. Familiarity with Rosemount and/or similar communities with urban and rural
developments.

F. Potential conflicts with private clients in the City.
G. Ability to interact positively and effectively with city personnel, the general public
and other agency representatives.
Addendums
This RFP may be revised by the City prior to the deadline of June 28, which will allow
the consultant to respond with an addendum to its proposal.

F. Comprehensive Plark Plan and Development Guide (approved 1991)
G. Various city ordinances, including, but not limited to, Zoning, Subdivision and
Water Resource.
