The Dakota County Highway Department has requested that the City pass a "No Parking"
resolution for the proposed CSAH 46 between the Apple Valley border to Biscayne
Avenue. This is the normal procedure for State Aid Plan Review where cities are required
to submit "No Parking" resolutions along with the plans prior to approval.
Staff recommends that the Councit approve the attached resolution.
As an update, Staff is just receiving the final draft plans and cost estimates for the
proposed County Road 46 and all the appurtenant work. We will be bringing forward to
the City Council a Feasibility Report in the near future with the plans and cost estimates.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RELATING TO PARKING
RESTRICTIONS ON SP 19-596-01 (CP46-071, CSAH 46 (160TH STREET) FROM THE WEST
CITY LIMITS TO BISCAYNE AVENUE.

RESOLUTION 1999 -
A RESOLUTION RELATING TO PARKING RESTRICTIONS ON
SP 19-596-01 (CP46-07), CSAH 46 (160TH STREET) FROM
THE WEST CITY LIMITS TO BISCAYNE AVENUE
WHEREAS, the City of Rosemount and Dakota County, Minnesota have planned the
improvement of CSAH 46 from the west City limits to Biscayne Avenue; and,
WHEREAS, the County and City will be expending State Aid and Federal Aid Funds
on the improvement of this highway, and
WHEREAS, this improvement does not provide adequate width for parking on both
sides of the road; and approval of the proposed construction as a State Aid
Highway project must therefore be conditioned upon certain parking restrictions.
NOW THEREFORE BE IT RESOLVED, that the City shall ban the parking of motor
vehicles on both sides of CSAH 46 between the west City limits and Biscayne
Avenue at all times.

I am requesting that Rosemount pass the enclosed No-Parking
resolution for proposed County State Aid Highway 46 between the West
City Limits and Biscayne Avenue. State Aid Plan approval is contingent
upon receipt of a resolution prohibiting parking on this section of
C.S.A.H. 46.
Dakota County policy authorizes the County.Engineer to place"No
Parking" signs on County Roads in cooperation with City resolutions
restricting parking. This process promotes agreement between the City
and County when restricting parking on County Roads and meets State
Aid requirements.
Please present this resolution to the City Council for consideration at
the earliest possible meeting and send me a copy of the completed
resolution. Thank you.
