The City has received a petition to install storm drain utility improvements in the Hollenback-Nelson Addition adjacent to Spectro-Alloys north and east of Doyle Path. Presently the storm water collected on Doyle Path and from surrounding lots is discharged from a pipe near poyle Path right-of-way into a draw on Lot 5, Block 1 of the Hollenback- Nelson Addition. There is considerable erosion taking place on this property and on Spectro-Alloys property adjacent to it. The proposed piped outlet would repair the erosion and fix the problem. Since the cost of the proposed improvements is to be shared by all property owners in the Hollenback- Nelson Addition and the Spectro-Alloys Addition, a public hearing will be necessary. City Staff will be performing the engineering for the project. The following is a tentative schedule for the project. Order Feasibility Report July 6, 1999 Receive Feasibility Report/Order Public Hearing August 3, 1999 Public Hearing September 7, 1999 Approve Plans & Spec's/Order Ad for Bid September 7, 1999 Receive Bids October 1 , 1999 Award Contract October 5, 1999 Complete Construction October 29, 1999 Staff recommends that the Assessment Hearing and Public Hearing be held concurrently so that the project will be assessed this year. Staff recommends that the City Council pass the resolution as stated below. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE PETITION AND ORDERING FEASIBILITY REPORT FOR HOLLENBACK-NELSON STORM DRAIN IMPROVEMENTS, CITY PROJECT #305. COUNCIL ACTION: 10 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION RECEIVING PETITION AND ORDERING FEASIBILITY REPORT FOR HOLLENBACK-NELSON STORM DRAIN IMPROVEMENTS CITY PROJECT #305 WHEREAS, the City Council of the City of Rosemount has received a petition from a property owner who will benefit from the proposed Hollenback-Nelson Storm Drain Improvements,City Project #305. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount as follows: (1 ) A certain petition requesting utility improvements to their property, filed with the Council on July 6, 1999, is hereby declared to be signed by the required percentage of owners of property affected thereby. This declaration is made in conformity to Minnesota Statutes, Section 429.035. (2) The petition is hereby referred to the City Engineer and that person is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is necessary, cost- effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
