On March 2, 1999 the City Council, upon the recommendation by the Port Authority, initiated the
preparation of a preliminary report to investigate the feasibility of the construction of street and utilities in
the second phase of the Rosemount Business Park. Attached is a copy of the Feasibility Report Executive
Summary and a drawing of the proposed project.
The proposed improvements include the extension of street and utility improvements on Boulder Trail
from its present terminus easterly to Biscayne Avenue and the construction of street and utility
improvements to Biscayne Avenue from Boulder Trail to CSAH 42. As part of the project, upon the
recommendation of the Utility Commission and the City Engineer, watermain is to be extended from
Boulder Avenue to 160th Street West to close off a dead-end line. The total estimated project cost is
S 1,710,000 all of which is assessable to adjacent properties. $1 .49 million is attributable to street and
utility improvements on Boulder Trail and Biscayne Avenue. The remaining 5220,000 is attributable to
watermain improvements south of the Phase Two project.
Normally the next phase of the project would be to order a public hearing to consider the improvements.
However as of the writing of this summary it is unknown whether the Port Authority wants to continue
with the project at this time. If the Port Authority does not want to move forward it will be Staffs
recommendation that the watermain improvements be installed due to a request at the southerly end of
the project site and to close off the aforementioned dead-end main. Therefore some action will take
place at the next City Council meeting.
The funding for the project is fairly straight forward except that the University of Minnesota Rosemount
Research Center is involved and assessments against their property may or may not be paid. The
assessments for the watermain south of the Business Park may also be carried by the Water Core Fund
due to expected Green Acre Assessment Abatements for the agricultural properties along this length and
also due to the University of Minnesota's legal rights.
Staff recommends that the Council receive the Feasibility Report at this time and Staff will come back to
the next meeting with the appropriate next step if all or part of the project moves forward.

STREET AND UTILITY IMPROVEMENTS
CITY PROJECT #308
WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount,
Minnesota, investigate the feasibility of certain improvements, to-wit: City Project #308,
Rosemount Business Park Phase 2 Street & Utility Improvements, in the City as described in
and in accordance with the feasibility report prepared by Short-Elliott-Hendrickson,Inc.; and
WHEREAS, the City Council has been advised by the City Engineer that said street and utility
improvements, City Project #308 is feasible, and should best be made as proposed, and the
City Engineer's report to this effect has heretofore been received by Council, and filed with
the City Clerk on June 1 , 1999; and
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the
feasibility report for City Project #308 and places it on file.

Rosemount Business Park - Phase II
Street and Utility Improvements
Rosemount, Minnesota
- Executive Summary
City Project No. 308 provides for the construction of sanitary sewer,
water main,storm drain,street and site grading improvements in Phase II
of the Rosemount Business Park.
Phase II of the Business Park is located east of Business Parkway,south
of CSAH 42 and west of Biscayne Avenue. Phase II is located .
immediately east of Phase I of the Business Park. The project includes
approximately 3,400 linear feet of sanitary sewer, 7,800 linear feet of
water main, 3,700 lineaz feet of storm drain, 60,000 cubic yards of
excavation, and 3,1001inear feet of street construction.
The total estimated project cost is $1,710,000, all of which is assessable
to adj acent properties. Of this amount,$1,490,000 is attributable to street
and utility improvements on Boulder Trail and Biscayne Avenue. The
remaining $220,000 is attributable to water main improvements on
Biscayne Avenue between Boulder Trail and 160`�Street.
Spreading the $1,490,000 cost for street improvements over the total
length of streets (5,900 feet) yields an approximate assessment rate of
$253 per front foot.

(6,600 feet) yields an approximate assessment rate of$33.33 per front

This improvement is necessary to provide the subject property with .
' municipal utilities and street access.In addition,the improvement is cost-
effective and feasible from an engineering standpoint. Due to the size of
the project and the nature of the construction,this project would best be
bid and constructed as an individual project rather than combining the
project with any other work.
Project construction is scheduled to begin in September 1999, with
substantial completion scheduled for spring of 2000. Final completion
(bituminous wear course) is scheduled for fall of 2000.

� Executive Summary
� City Project No. 309 provides for the construction of sanitary sewer,
water main, storm drain and street improvements for Phase II of the
Biscayne Pointe development. Phase II of the Biscayne Pointe
� development consists of approximately 28 acres which will be platted
into 63 single-family residential lots.
� The project is located in the NWl/a of Section 28, Township 115N,
Range 19W north of the Union Pacific (U.P.) Railroad and east of
Biscayne Avenue. Phase II of the Biscayne Point development is located
� immediately east of Phase I. Phase I was constructed in 1998. The project
includes approximately 2,2001inear feet of sanitary sewer, 3,6001inear
feet of water main, 3,6001inear feet of storm drain, and 3,3001inear feet
� of street construction.
� The total estimated project cost is $1,123,000. Of this total,
, approximately$1,009,000 is assessable to Phase II of the Biscayne Pointe
development. Spreading the $1,009,000 over the 63 assessable lots in
Phase II yields an approximate assessment rate of$16,016 per lot. The
� remaining cost of approximately$114,000 will be recovered through City
core funds ($72,000 from the Sewer Core Fund and $42,000 from the
� Water Main Core Fund).

�, 1.0 Introduction
1.1 Authorization
� On April 20, 1999, the City Council of the City of Rosemount, upon
petition by the developer (Heritage Development), authorized the
preparation of a preliminary report for construction of streets and utilities
� in Phase II of the Biscayne Pointe development. This improvement has
been designated as City Project No. 309.
� 1.2 Scope
The purpose of this report is to determine the engineering feasibility of
� the project based on a review of the data available, and to make
recommendations and provide cost estimates for the construction of
sanitary sewer, water main, storm drain and street facilities.
� 1.3 Data Available

� 2.0 General Background
2.1 Location
' The project location is shown on Drawing No. 1. The project area is
located in the NWl/a of Section 28, Township 115N, Range 19W. The
project is located north of the U. P. Railroad and east of Biscayne
� Avenue.
Phase II is located immediately east of Phase I in the southeast part of the
� larger Biscayne Pointe parcel. Phase II is approximately 28 acres in size
and contains 63 single-family residential lots. Once all phases are fully
� developed, the entire Biscayne Point development will encompass
approximately 62 acres and 145 single-family residential lots.

� 2.2 Site Conditions
The project area was formerly owned by Mr. Thomas L. Corrigan and is
� currently being used for agricultural purposes. The first phase of the
Biscayne Pointe development is located immediately to the west and the
land to the south is occupied by the U.P. Railroad. South of the railroad
� is the Bloomfield Addition development.
Other existing developments near the site include the Dakota County
� Maintenance Shop located at the southeast corner of the U.P. Railroad
and Biscayne Avenue, and the Army National Guard Organizational
Maintenance Shop located west of Biscayne Avenue.
� A subsurface exploration report was prepared for the Bisca ne Pointe
Y
development. The soil borings showed topsoil and clay layers at the
� surface ranging fr�m 0.5 feet to 6 feet in depth, with fine to medium
grained sand beneath the topsoil and clay layers. Ground water was not
encountered at the boring locations which terminated at a 15-foot depth.

3.0 Proposed Improvements
� 3.1 Sanitary Sewer
Proposed sanitary sewer facilities are shown on Drawing No. 2. These
� facilities include the installation of 8-inch sanitary sewer on Belmont
Trail west of Belfast Street. A 15-inch sanitary sewer will be installed on
� Belmont Trail northeast of the intersection with Birch Street West. Also,
the existing 30-inch Brockway Draw trunk sanitary sewer will be
extended along Belmont Trail and Birch Street West.The 15-inch and 30-
� inch mains are sized to serve potential development to the north.
There are existing sanitary sewer facilities on Belfast Street West and
� Belmont Trail that were installed as part of the first phase of the Biscayne
Pointe development. It was necessary to construct these facilities in 1998
to provide sanitary sewer service to Phase I of the development. These
� existing facilities outside of the first phase were not constructed with
service wyes because the exact location of lot lines were unknown.
Therefore, the sanitary sewer services will be core drilled into the mains
� during Phase II construction. The sanitary sewer connections to the 30-
inch trunk main will also be core drilled. A portion of the costs for the
30-inch trunk main and the 15-inch trunk main will be recovered from
� City core funds.
The proposed sewer service facilities include the extension of 4-inch
� sewer services 15 feet into each lot from the right-of-way line. In
addition, a 4-inch sewer service will be extended into the proposed park
� for possible future sanitation facilities.

, 3.2 Water Main
Proposed water main facilities are shown on Drawing No. 3. These
� facilities include the installation of 8-inch mains on all streets within
Phase II of the development except for a portion of Belmont Trail where
a 16-inch trunk main will be installed. The water main will be connected
� to an existing 8-inch stub at the end of Belfast Street West in Phase I of
the development.
� The 16-inch trunk main will be extended north from an existing 16-inch
trunk main in the Bloomfield Addition development through a subsurface
crossing beneath the Union Pacific Railroad. The trunk main will then be
� extended north between Lots 14 and 15 of Block 1 and northeast along
Belmont Trail to the north boundary of the parcel. A portion of the costs
for the 16-inch trunk main will be recovered from City core funds. In the
� future, this trunk main will be extended west, north, and east from the
north end of Belmont Trail to serve land that is currently undeveloped.
� The proposed facilities also include hydrants for fire protection and the
extension of one-inch services 15 feet into each lot from the right-of-way
� line. In addition, a 6-inch service will be extended into the proposed park
for possible future sanitation facilities and/or irrigation facilities.
� U.S. Sprint owns a fiberoptic cable located along the north side of the
U.P. Railroad right-of-way. Permits will be needed from U.S. Sprint and
the U.P. Railroad to install the subsurface water crossing.
� 3.3 Storm Drainage
Proposed drainage facilities are shown on Drawing No. 4. The facilities
� include a storm drain connection from Belmont Trail to the existing
detention pond that was constructed in the first phase of the development.
In addition,an overflow will be installed from the existing detention pond
� to the U.P. Railroad right-of-way. This overflow will provide additional
street drainage as well as control the high water level in the existing
detention pond.
� R
ear yard catch basins and the associated storm drain piping will be
� installed in the following locations to pick up rear yard drainage: between
Lots 13 and 14 of Block 3, between Lots 8 and 9 of Block 1, between
Lots 7 and 8 of Block 4, and along the west property line of the proposed
� park. Emergency drainage overflows will be provided downstream of all
rear yard catch basins and detention basins.

� Catch basins will be installed at the curb line to collect storm water runoff
from the street and adjacent areas. The catch basins will be installed with
� sumps to collect sediment from the street prior to discharging into
downstream conveyance systems.
� The City of Rosemount Storm Water Management Plan shows that future
trunk storm drains may convey flow from the northwest through the
Biscayne Pointe development to the southeast. After reviewing the
� topography in the area, it was determined to be more cost effective to
convey storm water from detention basins 1687 and 1671 to detention
basin 1716 via a future trunk to be constructed north of the Biscayne
Pointe development at a later date.

3.4 Street Construction
� The project includes the construction of standard City streets as shown on
Drawing No. 5. The proposed streets are 32 feet wide between curb faces
and are located within 60-foot of rights-of-way. There will be a 5-foot
� wide concrete sidewalk installed on the south side of Belfast Street West
and Belmont Trail and on the north side of Birch Street West.
� The proposed street section consists of a 2-inch bituminous wearing
course, a 2-inch bituminous base course, a 6-inch aggregate base course,
' and a modified "S"design (surmountable)concrete curb and gutter. This
pavement section utilizes a granular subgrade which will be constructed
in conjunction with the site grading. Site grading and all necessary soils
� correction is to be accomplished by the developer. Fine grading,
topsoiling, and sodding/seeding of the boulevard areas will be included
in the City's contract.
� Temporary cul-de-sacs will be constructed at both ends of Belmont Trail
and at the west end of Birch Street West. The cul-de-sacs will have a
� 45-foot radius.
All street lighting facilities will be constructed, owned, and maintained
� by Northern States Power (NSP). The street lights will be provided as
part of the extension of electrical service to the project area. Therefore,
construction of street lighting facilities will not be included in the City's
� construction contract. Provisions for electrical service and associated
restoration will be paid for and coordinated by the developer. Installation
of the below-ground components of the lighting system will take place
� concurrently with final boulevard grading. Installation of the above-
ground components of the lighting system will not occur until the City's
� street construction project is completed.

� In accordance with City requirements, lantern type lighting units will be
installed by the developer. The developer will also coordinate and pay for
� the installation and restoration associated with natural gas, telephone, and
cable TV service.
1 3.5 Site Grading
Site �grading will be accomplished by the developer under a separate
contract prior to street and utility construction. The street subgrade
� elevations will be left at or above the proposed subgrade elevation by the
developer. Poor soils found in the street areas will be corrected by the
developer.
� 3.6 Easements
� Easements will be needed along both sides of common lot lines where
water main and storm drain piping is proposed. The following table
summarizes the easements which may be required:

� Detailed cost estimates for all proposed improvements are included in
Appendix A of this report. The estimates do not include site grading costs
� or acquisition costs for easements which may be required. In addition,
street lighting, electrical, gas, telephone, and cable TV costs are not
included in the estimates.

� The entire cost for Phase II of the Biscayne Pointe development will be
recovered from assessments and City core funds. The cost for installing
sanitary sewer across "Outlot A" from Phase I was previously assessed
� to Phase II, and these costs have not been included in this report (see
Preliminary Report for Phase I).
� Because the 30-inch Brockway Draw sanitary sewer is a trunk facility
which has been oversized to serve future development, the difference in
cost between a 30-inch main and an 8-inch main is considered a City core
� cost in a residential area. Likewise, the difference in cost between a 15-
inch main and an 8-inch main (Belmont Trail) is considered a City core
cost in a residential area. Therefore, the differences in cost are proposed
� to be recovered from the City's Sanitary Sewer Core Facility Fund. This
