Attached is a Project Cost and Funding Summary and a resolution declaring all costs for the
above referenced project. This project consisted of the installation of a structural overlay and
shouldering material on 121St Street in the Stonebridge lst and 3Ta Additions. The total project
cost is $32,614, and the original estimate for the project was $42,000.
Per City Policy, 35%of the project cost is to be assessed to the benefiting properties,which
equates to $761 for the 151ots. Previously we had advised homeowners that it would be
approximately$817. The remainder of the funding will come from the Operating Budget for
Repair of Paved Streets. Staff recommends the action as stated below and to set a Public
Hearing to consider these assessments on October 7, 1999 at 8:00 p.m. or as soon as possible
thereafter.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION DECLARING COST

A RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT,AND CALLING
FOR HEARING ON THE PROPOSED ASSESSMENT .
1998 BITUMINOUS OVERLAY IMPROVEMENTS

WHEREAS, a contract has been let for the 1998 Bituminous Overlay Improvements, and the
contract price for such improvement is $30,706, and the expenses incurred or to be incurred in
the making of such improvement amount to $1908, so that the total cost of the improvement will
be $32,614.
NOW,THEREFORE,BE IT RESOLVED by the City Council of Rosemount,Minnesota:
1. The portion of the cost of such improvement to be paid by the City is hereby declared to
be�21,199 and the portion of the cost to be assessed against benefited property owners
is declared to be $11,415.
Z. Assessments shall be payable in one installment. The payment shall be payable with
general taxes for the year 1999, and shall bear interest at the rate of 8% from the date of
the adoption of the assessment resolution.
3. The City Clerk,with the assistance of the Public Works Director shall forthwith
calculate the proper amount to be specially assessed for such improvement against every
assessable lot,piece or parcel of land within the district affected, without regard to cash
valuation, as provided by law, and he shall file a copy of such proposed assessment in
the office for public inspection; and
� BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota:
1. A hearing shall be held on the 5`�day of October, 1999, in the City Hall at 8:00 p.m., or
as soon thereafter as possible, to pass upon such proposed assessment and at such time
and place all persons owning property affected by such improvement will be given an
opportunity to be heard with reference to such assessment.
2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed
assessment to be published once in the official newspaper at least two weeks prior to the
hearing, and she shall state in the notice the total cost of the improvement. She shall
also cause mailed notice to be given to the owner of each parcel described in the
assessment roll not less than two weeks prior to the hearings.
RESOLUTION 1999-
BE IT FURTHER RESOLVED by the City Council of Rosemount,Minnesota:
The owner of any property so assessed may, at any time prior to certificate of the
assessment to the County Auditor,pay the whole of the assessment on such property,
with interest accrued to the date of payment,to the City, except that no interest shall be
charged if the entire assessment is paid within 30 days from the adoption of the
assessment. The owner may at any time thereafter,pay to the County Auditor the entire
amount of the assessment remaining unpaid,with interest accrued to December 31 of the
year in which such payment is made. Such payment must be made before November 15
or interest will be charged through December 31 of the succeeding year.
ADOPTED this 7th day of September, 1999,by the City Council of the City of Rosemount.
