We are planning to construct a trail along the west side of State Trunk Highway 3, from 143`d Street West to
the south entrance of the Community Center. This trail provides a significant linkage to many activity centers
of the City, including the Historical Commercial Area, St. Joseph's Church, Rosemount Elementary School,
Rosemount Middle School, and the Community Center.
The trail will be constructed of bituminous material with a width of eight feet. It is located within the right of
way of HWY 3. School officials have reviewed and concurred with the proposed location of the trail.
Several elevated shoebox type light fixtures will be included in the project to provide security lighting
adjacent to the public schools. The cost of the project is estimated at $50,000.00.
The project is funded from two possible sources. I intend to apply for a Cooperative Trail Linkage Grant
through the Minnesota Department of Natural Resources. One half of the total project cost can be requested
through this grant. The Park Improvement Fund is a source for the City's match. For purposed of the grant
application, I am requesting Ciry Council to adopt the attached resolution supporting the construction of said
trail. I have requested the I.S.D. #196 School Board to adopt a similar resolution, to be presented on
February 8, 1999, to also include with the grant application.
RECOMMENDED ACTION: Motion to adopt A Resolution Supporting the Construction of a Trail
Located on the West Side of State Trunk Highway 3 From 143`d Street West to the Rosemount Community
Center.

RESOLUTION 1999 -
A RESOLUTION SUPPORTING THE CONSTRUCTION OF A TRAIL
LOCATED ON THE WEST SIDE OF STATE TRUNK HIGHWAY 3
FROM 143RD STREET WEST TO THE ROSEMOUNT COMMiTNITY CENTER
WHEREAS, the City of Rosemount is applying for a Cooperative Trail Linkage
Grant through the Minnesota Department of Natural Resources to construct a trail on the
west side the State Trunk Highway 3 from 143`d Street West to the Rosemount
Community Center, and
WHEREAS,the City of Rosemount is funding the construction of the proposed
trail through City funds and matching grant, and
WHEREAS, the proposed trail provides a vital linkage with Rosemount High
School, Rosemount Middle School, Rosemount Elementary School, Rosemount
Community Center, and Rosemount Historical Commercial Area, and
WHEREAS,the City of Rosemount has requested right of entry to work in the
right of way from Minnesota Department of Transportation.
NOW THEREFORE BE IT RESOLVED, that the City of Rosemount supports
the construction of said trail.
ADPOTED by the City Council of The City of Rosemount,this 2"d day of
February, 1999.
