The City received a petition for public improvements from Wensmann Homes and
Chippendale/42 Partnership on December 1 , 1998 and a Feasibility Report was ordered.
Attached is a copy of the Executive Summary from the Feasibility Report and drawings of
the project.
The proposed improvements include all the streets and utilities for 151 st Street West
between its terminus east of Shannon Parkway and its terminus at Claret Avenue. Claret
Avenue south of 151 st Street is still scheduled to be constructed with the Wensmann
1 1 th Addition Improvements as soon as weather permits this Spring. It also includes all
of the private streets and the utilities within the proposed townhome area. The total
estimated project cost is $621 ,500 which includes all legal, engineering, administration
and finance costs. There are some costs as described in the report for oversizing which
will be paid for from the appropriate City Water and Storm Sewer Core Funds. Originally
Staff was planning to combine this project with the McNamara - Phase 2 (City Project
#304) project and construct as one. However, due to approvals required by the County
and MNDOT (County) State Aid, we are recommending this project be completed
separately so that home construction can begin early in the construction season.
Staff recommends that the City Council take the action as described below.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT, APPROVING
THE PROJECT AND ORDERING PLANS AND SPECIFICATIONS FOR THE
WENSMANN 12TH ADDITION STREET & UTILITY IMPROVEMENTS

WHEREAS, pursuant to the resolutions of the Council adopted on December 1 , 1998, a
report has been prepared by the City Engineer with reference to the improvement of
Wensmann 12th Addition Street & Utility Improvements, City Project #287, and this report
was received by the Council on February 2, 1999, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,MINNESOTA:
1 . The Council will consider the improvements in accordance with the report and the
assessment of abutting property for all or a portion of the cost of the improvements
pursuant to Minnesota Statutes, Chapter 429 at an estimated cost of the
improvements of 5621 ,500.
2. Such improvements are hereby ordered as proposed pursuant to a petition by the
affected property owner.
3. The City Engineer is hereby ordered to prepare plans and specifications for the making
of such improvements.

1. EXECUTIVE SUMMARY ��
The Wensmann 12`h Addition Project includes the construction of streets and utility
improvements for a proposed Townhome development located in the southeast corner of
the intersection of Shannon Parkway and proposed 151 S` Street, as shown in
Figures 1 &2. This development consists of 12 acres and is the final residential project
contained within the 80-acre McNamara Addition.
The developer is required to complete the remaining construction of 151 st Street between
Shannon Parkway and Chippendale Avenue,which is also necessary to provide access to
a portion of this development.
151 st Street will be constructed to a 40-foot wide urban street consisting of bituminous
pavement, B618 concrete curb and gutter, and five-foot (5') concrete sidewalks on both
sides of the street.
Utility improvements include the construction of a 12-inch trunk watermain along 1515`
Street. Lateral sanitary sewer and watermain will be constructed to provide individual
services to each lot. Lateral storm sewer will be constructed to collect street drainage for
the proposed street construction. A trunk storm sewer line will be constructed through
the development from 1515t Street to O'Leary's Pond which will serve McNamara
Addition Phase II and properties north of CSAH 42.
The estimated total project cost is$621,500 which includes a 10% contingency and 30%
indirect costs. Funding for the project is provided from special assessments to the
benefitting properties,McNamara Addition Phase II,and the storm sewer and watermain
core funds.
The final lift of bituminous is proposed to be constructed in the yeaz 2000 with
improvements intended to be assessed in the year 1999.
This project is feasible,necessary,and cost-effective from an engineering standpoint and
should be constructed as proposed herein.

, 2. INTRODUCTION
' 2.1 Authorization
On December 1, 1998, the Rosemount City Council authorized the preparation of a
, Feasibility Report to address development-related infrastructure costs attributed to the
Wensmann 12�'Addition townhome development. This project has been designated as�
, City Project No. 287.
2.2 Scope
' This project will complete the utility and street construction of 1515` Street, along with
the construction of street and utility improvements for the Wensmann 12`h Addition
' townhome development,located in the southeast quadrant of Shannon Parkway and future
1515t Street, west of proposed Claret Avenue. This area is identified as Outlot E of the
McNamara Addition. Wensmann 12`�Addition consists of 44 townhome lots.
, The proposed improvements include the construction of streets,storm sewer,watermain,
and sanitary sewer. A large diameter storm sewer that serves the McNamara Addition
' Phase II and property north of CSAH 42 is proposed to be extended through the center of
this site to O'Leary's Pond. All site grading will be completed privately as a part of the
grading activities directed by the developer.

' 3. GENERAL BACKGROUND
' 3.1 Project Location
Wensmann 12`� Addition consists of a 12-acre parcel located in the SW '/4 of the
' McNamara Addition, bounded by Shannon Parkway on the west, future 151 S` Street on
the north, future Claret Avenue on the east, and O'Leary's Hills 4th Addition and
, O'Leary's Pond on the south.
3.2 Project Zoning
, The project area was zoned agricultural until March 4, 1997 when the zoning for the
McNamara Addition was changed to a mixed-use Planned Unit Development(PUD). The
' property was re-zoned to R-2 with the Wensmann 12`h preliminary plat.
3.3 Existing Conditions
' The project area is currently being graded by the developer. T'he terrain generally slopes
and drains towazd the south into O'Leary's Pond (Pond WA -P600), located in the
' northwest corner of the O'Leary's Hills 4th Addition. The properiy is close to
transportation services with Dakota CSAH 42 located to the north of the property,
Shannon Parkway on the west, and Chippendale Avenue on the east.

' 4. PROPOSED IMPROVEMENTS
, This report addresses the development of the street and utility improvements necessary
to serve Wensmann 12�`Addition. There are additional street and utility improvements
, sunounding this project that will be addressed within the McNamara Addition Phase II
Feasibility Report or with the Wensmann 11`�'Addition Project.
, 4.1 Street(See Figure 3)
Proposed street improvements include the construction of 151 st Street between the
' existing street stubs constructed as part of McNamara lst Addition and Wensmann 1 lth
Addition. 151 st Street will be constructed to a width of 40 feet, with a street section
consisting of four-inches (4") of bituminous and eight-inches (8") of Class 5 aggregate
' base. The proposed private street system to serve the townhome units will be constructed.
The private streets will be constructed to a width of twenty-eight feet(28')with concrete
curb and gutter and a street section consisting of four-inch bituminous and six inches(6")
, of Class 5 aggregate base.
4.2 Site Grading
, The proposed site grading activities are currently underway and are funded privately by
the developer. The grading will be verified for conformance to the approved grading plan
' during the design phase of the project.
4.3 Storm Sewer(See Figure 4)
' The storm sewer for this ro'ect consists of rovidin lateral service connections to

accommodate site drainage. Ponding for the site will be completed as part of the grading
' operation including Ponds WA-P2439 and WA-P600. It is anticipated that the pond
excavation will be completed prior to the start of street and utility improvements.
' Lateral storm sewer systems to serve the development area will be incorporated as part
of this project. A portion of the lateral storm sewer system connects to an existing trunk
' 30-inch RCP line that was constructed as part of the McNamara Addition Phase I. The
other lateral storm sewer system will discharge directly into O'Leary's Pond.
, A proposed 33-inch trunk storm sewer line, which serves the McNamara Addition
Phase II and property located north of CSAH 42, will also be constructed through
Wensmann 12�'Addition and will discharge into O'Leary's Pond .
, Ponding: Development of the ponds along the south side of the property has been
coordinated with the developer to determine the best method for conforming with the
' development plans. The storm sewer system may be adjusted slightly to accommodate
any modifications to the completed ponding construction.

' 4.4 Watermain
' The watermain improvements include the construction of a 12-inch trunk watermain
along 151�`Street,completing the connection between Shannon Parkway and Chippendale
' Avenue.
Eight-mch watermain will be looped through Wensmann 12`� Addition from Claret
� Avenue and will include two(2)connections to the watermain located within 151 S`Street
West.
' 4.5 Sanitary Sewer
The Wensmann 12"'Addition is proposed to be served by the extension of an eight-inch
' sanitary sewer system from the existing eight-inch sanitary sewer constructed through
Outlot E during the McNamara Addition construction. An additional connection to the
Claret Avenue sanitary sewer system will be necessary to accommodate a revised
' townhome layout which differs from the original design. This sanitary sewer system is
connected to the Empire Wastewater Treatment Plant. (See Figure 3)
' 4.6 Sidewalks and Trails (See Figure 3)
The proposed improvements include the construction of five-foot (5') wide concrete
' sidewalks on both sides of 151 S` Street. No sidewalks or trails are proposed to be
constructed through the townhome development as part of this project.
' 4.7 Private Utilities/Street Lights
' The development will be provided electrical power by NSP, phone service by Frontier
Communications, gas service by Peoples Natural Gas and cable television by Marcus
Cable. Street lights for the improved streets will be provided by the developer as
' determined by the City and NSP. Standard residential street lights will be provided within
the development, as necessary.
, 4.8 Permits/Approvals
Permits will be required for this proj ect from the Minnesota Department of Health for the
� watermain extensions and the Minnesota Pollution Control Agency for the sanitary sewer
extensions. In addition,the approval of the sanitary sewer plans is also required by the
Metropolitan Council-Environmental Services Division.
� 4.9 Rights-of-Way/Easements
' Proposed roadways are private, therefore no right-of-ways are required. Right-of-way
dedication for 15151 Street and Claret Avenue is already in place with the McNamara
Addition plat. All utilities will be located within provided easements. The final plat,
' which will be approved by the City Council prior to construction, includes all necessary
easements.

' S. FINANCING
' S.1 Opinion of Cost
A detailed opinion of cost can be found in Appendix B of this report. This opinion of cost
, incorporates anticipated 1999 construction costs and includes a 10%continency factor and
all related indirect costs. The indirect costs are estimated at 30% and include legal,
engineering, administrative, and financing items. The summary of the total project cost
' is as follows:

� The above costs do not include site grading. All site grading will be completed by the
developer prior to the construction activities contained herein.
, 5.2 Funding
' Funding for the project will be collected from special assessments to the benefitting
properties,and the storm sewer and watermain core funds. There are also improvements
to 151 S`Street and Outlot E of the McNamara Addition as part of the McNamara Addition
' Phase II project,that will be assessed to Wensmann 12`''Addition. The funding summary
for costs associated with 151 S` Street and Outlot E is as follows:

, Project costs associated with the streets, watermain, sanitary sewer and storm sewer
construction to serve the development will be assessed 100%to the benefitting properties.
' The total cost of this item is $413,847. The developer is responsible for an eight-inch
diameter watermain and eight-inch diameter sanitary sewer to serve the residential
property south of 151 S` Street and west of Claret Avenue. The watermain construction
� along 151 S`Street will be assessed to the adjoining property owners,with the City Water
Core Fund paying for one-half of the oversizing for the south side of 151 S` Street.
' The project costs associated with the storm sewer improvements will be funded by the
developer with the exception of the 33 inch system from 151 S`Street which will be funded
by McNamara Addition Phase II and the City of Rosemount Storm Sewer Core Fund.

' 7. FEASIBILITY AND RECOMMENDATION
' City Project No. 287 consists of the development of streets, utilities, and appurtenant
work to accommodate the proposed Wensmann 12`''Addition. Included with the project
improvements are sanitary sewer, watermain, storm sewer, and street improvements, in
' accordance with the City of Rosemount's comprehensive plans.
' It is the recommendation of WSB&Associates,Inc.that City Project No.287 is feasible,
necessary and cost-effective from an engineering standpoint. We recommend
construction of the proposed improvements as detailed in this report and phased according
, to developer desires and City requirements.
