County Highway 42 Study and Resolution CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION ACCEPTING AND ADOPTING THE COUNTY ROAD 42 CORRIDOR STUDY WHEREAS, in 1997 Dakota and Scott Counties initiated a study of the CSAH 42 Corridor between Trunk Highway 55 in Rosemount to its western terminus at Trunk Highway 169 near Shakopee, in order to investigate the functional classification, to study the traffic patterns and demands, and to recommend improvements to the CSAH 42 Corridor; and, WHEREAS, the Cities of Shakopee, Prior Lake, Savage, Burnsville, Lakeville, Apple Valley and Rosemount plus the Metropolitan Council, the Minnesota Valley Transit Authority, and the Minnesota Department of Transportation took part in the study; and, WHEREAS, the City was represented by Staff on the Technical Advisory Committee and by certain citizens on an Advisory Committee for the study; and, WHEREAS, the recommendations of the final report were presented to the City Council on December 1 , 1998 by BRW, Incorporated, the Consultant for the study and representatives of Dakota County; and, WHEREAS, it is recommended that the Cities adopt the County Road 42 Study as a regional blueprint to be used as a guide in development issues along the Corridor; and, WHEREAS, the City has done a good job of planning access to CSAH 42 and in constructing a parallel road system to relieve CSAH 42 of local traffic. NOW THEREFORE BE IT RESOLVED, that the City adopts the County Road 42 Corridor Study as a regional blueprint. NOW THEREFORE BE IT FURTHER RESOLVED, that the City of Rosemount requests the Study include the following comments: • The City requests funding assistance for the extension of Connemara Trail (140th Street) easterly from its present terminus to Akron Avenue (County Road 73) due to its ability to act as a reliever to CSAH 42 as recommended in the Study. • The City requests that the County, MNDOT and the City investigate alternatives to a complete grade separated interchange at State Trunk Highway 3 and CSAH 42 as suggested in the report; furthermore, the City supports the completion of a grade separation for the railroad tracks and CSAH 42 and a controlled intersection at State Trunk Highway 3 and CSAH 42 which will accommodate the City's plans for the area and future long-term traffic projections. • The City supports the safety improvements needed which will require the reconstruction of the interchange of CSAH 42 and U.S. Hwy 52/State Trunk Highway 56. Resolution 1999 - • The City requests County assistance in both funding and reservation for the right- of-way for both a frontage road system and a new interchange at CSAH 42 and U.S. Hwy 52. • The City supports the safety improvements which will require the reconfiguration and realignment of CSAH 42 and State Trunk Highway 55. � � The City requests that due to the regional benefit of the heavy industries along State Trunk Highway 55, that it not be turned back to the City, but retained under either County or State jurisdiction if the reconfiguration and realignment discussed above becomes a reality. • The City requests a higher County share of funding on CSAH 42 projects due to its regional nature as a principal arterial. • The City requests that the County access spacing guidelines of one-half mile intervals be accepted as guidelines, not absolute minimums, due to the City's investment in existing infrastructure at intersections, (ie. the Business Park entrance on CSAH 42) and requests that consideration be given to allow more access points in the commercial area of the City with fewer access points in the residential and rural areas of the City, the purpose being to average one-half mile spacing within the City. AND BE IT FURTHER RESOLVED, that the City appreciates the effort that the County has exerted in studying the roadway and involving the communities in this effort. The attached resolution was drafted to outline specific concerns of the Study as were outlined in the draft "response" letter at the December 1 , 1998 meeting. The County is requesting that the Corridor Study be adopted as a blueprint to guide development along the Corridor in the future. The attached resolution specifically states the acceptance as a blueprint. Please provide any comments that you can prior to the meeting so that I can redraft the resolution to reflect your concerns. I will provide a brief overview at the meeting, then Staff will recommend the adoption of the resolution.
