The City Council received the Feasibility Report at the March 16, 1999 meeting. The proposed improvements are for approximately 57 acres described above. The estimated project cost is $1 ,174,000 and includes street, watermain, sanitary sewer and storm sewer improvements. The project may cost up to $2,426,000 if the grading is done concurrently with the project. This project will provide City services to the proposed Wayne Transport site, to additional Fleet Development/Anderson Trucking undeveloped property and other properties adjacent to Solberg Aggregate. Sanitary Sewer, Watermain and Storm Sewer Core Funds will be used for oversizing on this project. Staff is continuing to work with representatives from Koch Refining, Wayne Transport, Fleet Development and Solberg Aggregate to complete the details on this project. Since all parties have not yet agreed on all of the details, Staff recommends that the City Council continue the public hearing until April 20, 1999. RECOMMENDED ACTION: MOTION TO CONTINUE PUBLIC HEARING FOR CONLEY AVENUE STREET AND UTILITY IMPROVEMENTS, CITY PROJECT #303 TO APRIL 20, 1999 AT 8:00 P.M. OR AS SOON THEREAFTER AS POSSIBLE. COUNCIL ACTION: 5 1. EXECUTIVE SUMMARY City Project No. 303 includes site grading and the construction of street and utility improvements for Conley Avenue (a Rosemount Municipal State Aid (MSA) street) within a proposed 57-acre industrial development. The development is located east of Trunk Highway (TH) 52, north of Dakota County State Aid Highway (CSAH) 42, south of 140`� Street East, and east of Rich Valley Golf Course. A map showing the project location is shown on Figure 1. The proposed improvements include the construction of Conley Avenue, a 44-foot wide urban collector street consisting of bituminous pavement and B-618 concrete curb and gutter. Utility improvements include the construction of lateral watermain,sanitary and storm sewer systems. In addition to the proposed lateral improvements will be trunk storm sewer and watermain systems. The project cost for the street and utility improvements is estimated at $1,174,000, which includes a 10%contingency and 30%indirect costs. The project cost for the site grading is estimated at $1,252,000, which includes a 10% contingency and 25% indirect costs. This results in a total estimated proj ect cost of$2,426,000. Funding for the project would be provided primarily by special assessments to the benefitting properties. Funding from Mn/DOT through their Cooperative Agreement program may become available. If funding is received, it would be used to reduce the special assessment amounts. In addition, there would be contributions from the City of Rosemount's Water, Storm Sewer and Sanitary Sewer Core funds to fund oversizing costs associated with trunk utility improvements. The grading of the site will be completed prior to the street and utility improvements,either with private financing or as a separate City project. The majority of the improvements can be completed, including the first two lifts of bituminous and all restoration items,in 1999. The final lift of bituminous is proposed to be constructed in 2000. It is intended to assess the cost of the improvements in 1999. This project is feasible, necessary and cost-effective from an engineering standpoint and should be constructed as proposed herein.
