Park Dedication Fees CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: APRIL 6, 1999 AGENDA ITEM: Park Dedication Fees AGENDA SECTION: Consent PREPARED BY: Jim Topitzhofer, Parks and Recreation Director AGENDA��I LiYi � 6 � ATTACHMENTS: Park Dedication Fee Survey, Park Improvement APPROVED BY: �� Plan, amendment to 1999 Fee Resolution The Parks and Recreation Committee has reviewed the attached Park Dedication Fee Survey and the Park Improvement Plan and recommends increasing the residential park dedication fee from $900.00 per dwelling to $1,000.00 per dwelling. The Committee based their recommendation on future park improvement costs over the next twenty years. In other words, if we increase the residential park dedication fee to $1,000.00 per dwelling, we should be able to cover the costs of our anticipated park projects. The attached park improvement plan is based on park acquisition and development identified in our Parks Master Plan. Cash inflows are based on density estimates identified in the City's Comprehensive Guide Plan Revision, and a fee of$1,000.00 per dwelling. New park acquisition in the plan includes Birger Pond (23 acres), Biscayne Point - Phase 2 (3 acres), and three neighborhood parks located north of Biscayne Point (N- 8, N-9, and N-10 in the Master Plan). The plan does not include the prairie restoration project in the Kelley Trust area. The plan incorporates suggestions from the Master for the amenities of each new park; however, these improvements will be carefully reviewed in advance of each future project. There is $1,400,000.00 in the plan for an unidentified project in the future such as a pool or athletic facility. Adjustments of the park dedication fee are assumed in the future to cover inflation of expenditures. As concluded by the attached park dedication fee survey, a residential park dedication fee does fall in line with the fees adopted by other metro communities. The land value for the cash contribution of a new residential subdivision in the City's 1999 Fee Resolution is $22,500.00 per acre ($22,500.00 per acre multiplied by 1/25 of an acre per dwelling unit equals $900.00 per dwelling). To increase the residential park dedication fee to $1,000.00 per dwelling, land value for cash contribution increases to $25,000.00 per acre ($25,000.00 multiplied by 1/25 of an acre per dwelling equals $1,000.00 per dwelling). I recommend amending the 1999 Fee Resolution to set the land value for new residential subdivisions to $25,000.00 per acre, resulting in a new fee of$1,000.00 per dwelling. RECOMMENDED ACTION: Motion to amend the 1999 Fee Resolution to set the land value for new residential subdivisions to $25,000.00 per acre, resulting in a new fee of$1,000.00 per dwelling. CITY COUNCIL ACTION: Schedule of Rates & Fees Appendix I - 1999 PARK DEDICATION FEES Park dedication fees are outlined in City Ordinance No. XVII.103 which states: In all new residential subdivisions, the City shall require that a sufficient portion of such land be set aside and dedicated to the public for parks,playgrounds or other public use exclusive of property dedicated for streets and other public ways. It shall be presumed that a sufficient amount of land has been dedicated for parks and playgrounds for the present and future residents of the subdivision, if the subdivider dedicates at least 1/25 of an acre per dwelling unit that can be constructed in the subdivision. The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land be dedicated if the City determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes. The City shall determine whether a cash in lieu of land dedication is more appropriate. The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution by the City Council. In all new commercial and industrial subdivisions, it shall be presumed that a sufficient amount of land has been dedicated to serve the needs of the resident and working population if the subdivider dedicates at least five percent(5%) of the land in the subdivision for parks,recreation and usable open space. The City upon consideration of the particular type of development proposed in the subdivision may require larger or lesser amounts of land to be dedicated if it determines that the present and future residents of the subdivision would require greater or lesser amounts of land for such purposes. The City shall determine whether a cash in lieu of land dedication is appropriate. The amount of cash dedication shall be determined by multiplying the number of acres otherwise required to be dedicated by the average value of comparable undeveloped land set by resolution of the City Council. Land Values for the dedication of land and/or cash contribution: New residential subdivision ��69:99{�ere 25 000.00/acre Commercial subdivision $22,000.00/acre Industrial subdivision $22,000.00/acre 10 CITY OF ROSEMOUNT DAKOTA COUNTY, 112INNESOTA RESOLUTION 1999- A RESOLUTION AMENDING RESOLUTION 1998-134 PERTAIl�1ING TO 1999 RATES AND FEES WHEREAS, on December 15, 1998, the City Council adopted Resolution 1998-134 for the purpose of setting rates and fees for the year 1999; and WHEREAS, the City Council recognizes the need to amend the Park Dedication Fee as recommended by the Parks and Recreation Committee for new residential subdivisions to $25,000 per acre, resulting in a fee of$1,000 per dwelling. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount hereby amends Resolution 1998-134, Appendix I, page 10, Park Dedication Fees, New Residential Subdivision to $25,000 per acre.
