Before the City Council for approval are the following changes to the AFSCME contract. The union and the
city have reached a tentative agreement on the below listed items:
• 3% annual adjustment for 1999, 2000 and 2001.
• Change tuition reimbursement from $750 a year to $1000.
• The positions of part-time secretary,part-time receptionist and part-time deputy registrar clerk will earn four
hours of sick leave a month.
• Move the building inspections secretary to the same pay grade as the public works and police secretary
positions.
• Change the language in the agreement as to how employees move through the pay range by adding the
words, "on employee's anniversary date". Also included language that"employees may be moved more
rapidly through the steps at the discretion of the Employer."
• Add one-half day on Christmas Eve as a holiday.
In addition to the negotiated items, I am recommending that Rich Lonnquist be promoted from the position of
Engineering Technician to Senior Engineering Technician. Mr. Lonnquist has served in his current position for
six years and during this time has assumed more responsibilities and performed increasingly more complex
engineering work in the field and office. During the construction season, he serves as the city's construction
liaison and inspector for all the city projects. He has worked very efficiently and effectively with contractors
and residents.
A second recommendation is to assign the Water Resource Coordinator position the same pay range as the
Senior Engineering Technician. This position is included in the AFSCME wage schedules. We have advertised
for this position and received a good response from potential candidates. Staff plans on making a
recommendation to hire at the Apri120, 1999 Council meeting.
Staff recommends approval to the above changes to the AFSCME agreement and above-mentioned promotion.
RECOMMENDED ACTION: MOTION TO APPROVE THE LABOR AGREEMENT BETWEEN THE
CITY OF ROSEMOUNT AND AFSCME FOR THE YEARS 1999—2001 AND TO APPROVE THE
PROMOTION OF RICH LONNQUIST TO SENIOR ENGINEERING TECHNICIAN
