The Joint Powers Agreement was approved by the City Council on January 5, 1999. On
February 20, 1999, bids were received for items on the Joint Powers Agreement for
Cracksealing, Sealcoating, Sweeping and Striping. We are planning to utilize the
Sealcoating, striping and cracksealing items from this Joint Powers Agreement which will
be funded by the line items in the Operating Budget.
We again contracted on our own for sweeping services which has worked to our
advantage in scheduling. This past week sweeping of the City was completed. Allied
Blacktop from Maple Grove is again the low bidder for Sealcoating. AAA Striping from
Rogers, Minnesota is again the low bidder for traffic markings. Daffinson Asphalt
Corporation from Green Bay, Wisconsin was low bidder for cracksealing.
Staff is still in the process of finalizing which streets will be sealcoated and/or cracksealed
to stay within budget amounts. The striping and traffic markings will be those streets
previously striped and others as required.
Staff recommends approval of the bids and award of the contract to the appropriate low
bidders.
RECOMMENDED ACTION: MOTION TO APPROVE BIDS AND AWARD THE CONTRACT AS
SUPPLIED BY THE JOINT POWERS AGREEMENT FOR STREET MAINTENANCE MATERIALS
AND SERVICE.

enclosed abstract. Also,please find a signed copy of the 1999 Joint Powers Agreement(JPA) for
your records and a copy of the 1999 specifications.
Award of bids is scheduled for the Burnsville City Council meeting of March 15, 1999. Per the
JPA,please review the bids that pertain to your City. If you concur with the enclosed
recommendations and to meet our agenda preparation deadlines,we would appreciate a phone
call as soon as possible (895-4541),to be followed by a written confirmation letter.
