Representatives from Dakota County will present their Mississippi River Regional Trail Plan at our meeting.
The proposed plan envisions a biking and hiking trail along the Mississippi River from Inver Grove Heights to
Hastings. The Mississippi River Regional Trail would extend over 19 miles along the Mississippi River
providing scenic views of the river and connections to local parks and trails, as well as to Dakota County's
Spring Lake Park Reserve. It would pass through the communities of Inver Grove Heights, Rosemount,
Nininger Township and Hastings. The trail would connect to the riverfront trails already being built in South
St. Paul and Hastings.
The trail would be a hard surface (asphalt) trail that would support hiking, bicycling, inline skating and other
non-motorized activities. Motorized vehicles—such as snowmobiles, motorcycles, or ATVs—would not be
allowed. The proposed trail would be similar to Dakota County's Big Rivers Regional Trail, which follows the
Minnesota and Mississippi Rivers in Lilydale, Mendota and Mendota Heights.
The Parks and Recreation Committee has reviewed the plan and recommends City Council to adopt the attached
resolution.
RECOMMENDED ACTION: Motion to adopt the attached resolution supporting the Mississippi River
Regional Trail Plan.

RESOLUTION 1999 -
A RESOLUTION SUPPORTING THE MISSISSIPPI
RIVER REGIONAL TRAIL PLAN
WHERAS, Dakota County has prepared a plan to construct a trail extending over
19 miles along the Mississippi River providing scenic views of the river in the
communities of Inver Grove Heights, Rosemount, Nininger, and Hastings, and
WHEREAS, Dakota County is seeking public input regarding the trail plan
through August 1, 1999, and
WHEREAS, the trail would be constructed of bituminous material to support
hiking, bicycling, inline skating and other non-motorized activities, and
WHEREAS, Dakota County would be responsible for the total cost of the project
and ongoing maintenance costs, and
WHEREAS, the trail provides the citizens of Rosemount and Dakota County a
vital trail connection to the Mississippi River.
NOW THEREFORE BE IT RESOLVED, that the Rosemount City Council
supports and encourages the Mississippi River Regional Trail Plan.
