_ The draft plan dated 5/99 is divided into seven(7) chapters that attempt to establish a sense of direction for the
future commercial area of Rosemount. Although the plan's primary emphasis is on public"enhancements", it
also describes other aspects of the commercial area`..: potential redevelopment sites, design guidelines for
private property, and future land use patterns. An important section in terms of implementation is Section 3.2
(page 18), which identifies targeted improvement areas. This approach will allow the city to target areas as
either incremental improvements with limited/available funding, or as larger combined projects with multiple
(bonded) funding sources.
The overall plan(as amended), however, should ultimately be adopted by the City Council as a guide for future
decisions and actions within the commercial area. Some of the key issues include:
• Is the Figure L drawing appropriate as a"future vision"picture of the downtown and as a marketing tool
to gain additional support and interest in the commercial area? .
• Are the design elements and theme appropriate as presented in the plan, including the decorative lights,
the wall/fence design, etc.?
• What funding sources should be pursued and further evaluated in order to fully implement this plan?
• Is a demonstration project at the existing Park& Ride lot along Highway 3 appropriate to do in the year
2000 with available TIF funds?
• What additional elements, if any,will make this a better plan for the future commercial area of
Rosemount?
