As you are aware, planning for this project has gone on for the past number of years. As of this writing the plans are being prepared and I do have a rough draft that I will review with you at the meeting. This project entails the construction of County Highway 46 on the 160th Street alignment from just west of Pilot Knob in Apple Valley all the way to the east side of Coates where it will connect with the existing CH 48. Previously the City Council had approved an Agreement with the County on this roadway. In the Agreement the City agreed to assist in funding the project between the Apple Valley border and Biscayne Avenue. East of Biscayne Avenue the County came to an Agreement with the University of Minnesota Research Center on the funding mechanism. The project schedule is to have Staff complete a Feasibility Report within the next three to six months as the plans are prepared by BRW, the Consultant for the project for the Dakota County Highway Department. Staff will utilize the plans and estimates prepared by BRW for the proposed improvements and complete the remaining parts of the Feasibility Report. As the project progresses we will have to conduct a public hearing and approve the bidding documents as a normal Chapter 429 project. The County is holding an open house on February 10, 1999 at the Western Service Center in Apple Valley from 5:00 p.m. - 7:00 p.m. Following the meeting a public hearing will be held as required in the Environmental Review of the project. I will be attending another project meeting after this writing and will update the Council on Tuesday night with any new information that I have. Staff recommends that the action be taken as described below. COUNCIL ACTION: 5 � CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1999 - A RESOLUTION ORDERING A FEASIBILITY REPORT FOR CH 46/160th STREET AND UTILITY IMPROVEMENTS CITY PROJECT #284 WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the feasibility of the CH 46/160th Street and Utility Improvements, City Project #284. NOW THEREFORE BE IT RESOLVED, the City Engineer is directed to have the necessary feasibility report prepared for the CH 46/160th Street and Utility Improvements, City Project #284. Dear Mr. Osmundson: This letEer is to inform you of a follow up Open House on February 10, 1999,regarding the proposed improvements on Future County Road 46 (160�'St.) in the cities of Lakeville,Apple Valley, Rosemount,Coates and the Township of Empire. This Open House will be held at the Dakota Counfy Western Service Center Atrium, 14955 Galaxie Ave.,in Apple Valley from 5:00—7:00 p.m. This Open House will provide a revised preliminary construction plan. This plan conta.ins changes made to the drawings that were viewed on June 18 or June 19, 1997. It takes into consideration comments received at those meetings. � We encourage you to attend this Open House to obtain information regarding the project. The Open House also provides an opportunity for you to comment on the proposed consh uction plan. There will be no formal presentations but Dakota County Apple Valley,Rosemount and Lakeville staff will be available to answer questions,explain the drawings,and receive your comments.
