Tentative agreements were reached on the below-listed items. Staff recommends approval of the changes to the labor agreement. 1. 3%wage increase for 1999, 2000 and 2001. 2. Vacation requests forms will be submitted by March 15 rather than January 15. 3. Employees will have one-half day as a paid holiday on Christmas Eve when Christmas Eve falls on a Monday, Tuesday, Wednesday or Thursday. This one-half day off would not apply to a Friday because if Christmas Day falls on a Saturday, employees get the preceding Friday as the holiday. 4. Each employee will be paid Zx their regular wage if they have to work on Thanksgiving Day or Christmas Day. Currently they receive time and one-half. 5. Employees can cash out their sick leave at a pro-rated amount if the employee has over 480 hours of accumulated sick leave. This would be a new benefit for public works. All other employee groups have this benefit. 6. The city will pay one time only the initial cost ($37.50) to obtain a Class A driver's license. Attached is a memorandum and Uniform Settlement Reporting form that needs to be provided to the Council at the time the labor agreements are approved. RECOMMENDED ACTION: MOTION TO APPROVE THE ABOVE SALARY AND BENEFIT CHANGES TO BE INCORPOR.ATED 1NT0 THE 1999, 2000 AND 2001 LABOR BETWEEN BETWEEN TEAMSTERS LOCAL 320 AND THE CITY OF ROSEMOUNT AND TO AUTHORIZE THE NECESSARY SIGNATURES OF THE NEW LABOR AGREEMENT. . Walsh, Assistant to Administrator SUBJ: Uniform Settlement Form for LELS and Teamsters Labor A�reements Minnesota Statutes 179A.07, Subd. 7 requires that all public employers complete and submit the Uniform Settlement Form to the Department of Finance within ten days of approval of the contract. State law further requires that a copy of this form must be presented to the governing body at the time labor agreements are approved. The purpose of the form is to disclose the costs of newly-negotiated public employee contracts to the public. Finance Director Jeff May spent a considerable amount of time completin�these forms. Please take caution with these forms as the information can be possibly misleading . The forms are required by the state but the information can tend to be useless when comparing our data with other governmental entities because the data included in the forms may not be the same since completion of the forms are based on interpretation. The Minnesota Department of Finance in their communication with cities has noted that they are aware of several technical deficiencies in the form and may request administrative authority to modify the forms in the future.
