Feasibility Report
The City received a petition for public improvements for the Rosemount Commons
Addition on October 9, 1998. A Feasibility Report for the Addition was then ordered at
the October 20, 1998 Council meeting. Attached is a copy of the Executive Summary
from the Feasibility Report and drawings of the Project.
The proposed townhome improvement includes all the utilities and private streets
necessary to serve the first phase of the development. The first phase is roughly the
southerly two-thirds of the development. The total estimated project cost is S 1 ,017,000
which includes all legal, engineering, administration and finance costs. With the
recommended action as stated below, the plans and specifications could be approved at
the February 16, 1999 Council meeting and construction could possibly begin as soon as
the site grading is complete sometime in the Spring.
Staff recommends that the City Council take the action as described below.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE FEASIBILITY
REPORT, APPROVING THE PROJECT AND ORDERING THE PLANS AND SPECIFICATIONS
FOR THE ROSEMOUNT COMMONS ADDITION STREET AND UTILITY IMPROVEMENTS, CITY

A RESOLUTION RECEIVING THE FEASIBILITY REPORT, APPROVING
THE PROJECT AND ORDERING PLANS AND SPECIFICATIONS FOR THE
ROSEMOUNT COMMONS ADDITION STREET & UTILITY IMPROVEMENTS
CITY PROJECT #300
WHEREAS, pursuant to the resolutions of the Council adopted on October 20, 1998, a report
has been prepared by the City Engineer with reference to the improvement of Rosemount
Commons Addition Street & Utility Improvements, City Project #300, and this report was
received by the Council on January 19, 1999, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,MINNESOTA:
1 . The Council will consider the improvements in accordance with the report and the
assessment of abutting property for all or a portion of the cost of the improvements
pursuant to Minnesota Statutes, Chapter 429 at an estimated cost of the
improvements of S 1 ,017,000.
2. Such improvements are hereby ordered as proposed pursuant to a petition by the
affected property owner.
3. The City Engineer is hereby ordered to prepare plans and specifications for the making
of such improvements.

Street and Utility Improvements

Executive Summary
City Project 300 provides for the construction of sanitary sewer, water
main,storm drain,and street improvements for the proposed Rosemount
Commons Addition. Phase I of this development consists of
approximately 12 acres which will be platted into seven "row house"
groups consisting of 33 townhome units and seven"quad home" groups
consisting of 28 townhome units. The remaining 15 acres of the
Rosemount Commons parcel will be platted as Outlot A until future
phases are constructed.
The project is located in the SW`/4 of Section 32, Township 115N,
Range 19W. It is located east of Chippendale Avenue, south of the
Harold Wachter property,north of the Secure Mini Storage, and west of
the C.P. Railroad. The project includes approximately 3,400 linear feet
of sanitary sewer, 4,600 linear feet of water main, 2,500 linear feet of
storm drain, and 2,000 linear feet of street construction.
The total estimatedproject cost is $1,017,000, all of which is assessable
to the Rosemount Commons Addition.Spreading the$1,017,000 over the
61 assessable units in Phase I yields an approximate assessment rate of
$16,672 per unit.
This improvement is necessary to provide the subject property with
municipal utilities and street access.In addition,the improvement is cost-
effective and feasible from an engineering standpoint. Due to the size of
the project and the nature of the construction,this project would best be
bid and constructed as an individual project rather than combining the
project with other projects in the area.
Construction is scheduled to begin in March of 1999, with substantial
completion scheduled for July of 1999. Final completion (bituminous
wear course) is scheduled for June of 2000.
