The term for TIF District No. 1-1 expires at the end of 1999. However, the TIF Plan identified certain debt to
be paid by this district related to the redevelopment costs for the Community Center project. This debt has been
paid in full by year-end 1998. In order to officially close that district, the city must take such action by
resolution and submit that to Dakota County for final removal.
RECOMMENDED ACTION: MOTION to Approve a Resolution Decertifying Tax Increment Financing

RESOLUTION 1999-
A RESOLUTION DECERTIFYING
TAX INCREl�IENT FINANCING (ECONOMIC DEVELOPMENT)
DISTRICT NO. 1-1
BE IT RESOLVED by the City Council ("Council") of the City of Rosemount ("City") as
follows:
SECTION 1. Recitals.
1.01. The City has previously established the Rosemount Redevelopment Project (the "Project")
and a Redevelopment Plan therefor, originally administered by the Housing and Redevelopment
Authority in and for the City of Rosemount ("HRA"), and Development District No. 1
(Development District) and a Development Program (Program) therefor, orginally administered
by the Rosemount Economic Development Authority ("EDA").
1.02. The Rosemount Port Authority ("Authority") currently administers the Project and the
Development District, which areas have the same boundaries and the same general objectives
and public purpose.
1.03. Within the Project and Development District the City has created Tax Increment
Financing (Economic Development)District No. 1-1 (the "TIF District")pursuant to Sections
469.174 to 469.179 (collectively, the "TIF Act").
1.04. The Authority and City have determined that it is in the best interest of the City to
decertify the TIF District as of December 31, 1998.
SECTION 2. TIF District Decertified; Filine.
2.01. The TIF District is hereby deemed decertified as of December 31, 1998.
2.02. Staff is authorized and directed to transmit a copy of this resolution to Dakota County
with instructions to de-certify the TIF District, it being the intent of the City that no
collection of tax increment from the TIF District will be distributed to the Authority after
December 31, 1998.

As I indicated at the 1-5-99 City Council meeting, and as I indicated to Linda and the Mayor prior
to that time, I have a schedule conflict on 7anuary 23rd that will render me unavailable for the
Chamber's"Coffee with the Council" event and for most of the Committee/Commission
interviews that follow. I agreed in December to be a judge at the Rosemount Elementary
School's Inventor's Fair, which takes place that same morning. Judge orientation begins at 7:15
a.m., followed by judging from 8:30 to 10:30 and the awards ceremony at 11:30. I have been told
that the entire event will be over by noon, at which time I will join the rest of you. I do not plan
to participate in the decision regarding any particular appointment unless I have been present for
all of the interviews for the opening in question.
