As you are aware, Staff and Ron Bray from WSB & Associates, have been working on a
project which would replace concrete curb & gutter, sidewalk and the Park and Ride lot
along with the installation of lighting on State Trunk Highway 3 between 143rd Street
and 145th Street as part of the Commercial Area Enhancement project. We are
requesting from the Minnesota Department of Transportation some assistance in paying
for improvements to State Trunk Highway 3 and the Park and Ride lot. Even though at
this time we are unsure of the limits of the proposed project, we are requesting
Cooperative Agreement funding from MNDOT for this entire area. The due date for the
Cooperative Agreement funding request is November 4th. Since it is unsure at this time
whether or not any funding will be available for the City's project, Staff felt it in our best
interest to at least apply for the Cooperative Agreement funding now. We are not
obligated to go forward with the project.
Staff recommends approval of the attached resolution which is required to begin the
Cooperative Agreement process.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION REQUESTING A
COOPERATIVE AGREEMENT PROJECT WITH THE MINNESOTA DEPARTMENT OF
TRANSPORTATION FOR IMPROVEMENTS ON STATE TRUNK HIGHWAY 3 (SOUTH ROBERT
TRAIL) BETWEEN 145TH STREET WEST AND 143RD STREET WEST.

A RESOLUTION REQUESTING A COOPERATIVE AGREEMENT PROJECT
WITH THE MINNESOTA DEPARTMENT OF TRANSPORTATION
FOR IMPROVEMENTS ON STATE TRUNK HIGHWAY 3
(SOUTH ROBERT TRAIL) BETWEEN 145TH STREET WEST AND 143RD STREET WEST
WHEREAS, the City Council of the City of Rosemount has determined that the area on
State Trunk Highway 3 (South Robert Trail) between 145th Street West and 143rd
Street West including the Park and Ride lot located on the east side of Trunk Highway 3
across from 143rd Street West is an important entryway into the City, and
WHEREAS, the City and the Minnesota Department of Transportation share in the
ownership of the land underlying the Park and Ride lot, and
WHEREAS, the concrete curb & gutter and storm drainage facilities on Trunk Highway 3
are failing and inadequate and the bituminous surface of the Park and Ride lot requires
total reconstruction, and in its present state, presents serious safety concerns, and
WHEREAS, the City is willing to improve the lighting, sidewalks, and the aesthetics of
the Trunk Highway 3 in this area by burying overhead utility lines, installing lighting and
constructing sidewalks, and
WHEREAS, the Minnesota Department of Transportation is aware of the needs and
benefits of these proposed improvements.
NOW THEREFORE BE IT RESOLVED, that the City of Rosemount requests the Minnesota
Department of Transportation to participate in the proposed improvements on State
Trunk Highway 3 and the Park and Ride lot, and
BE IT FURTHER RESOLVED, that the City of Rosemount, Minnesota is willing to
participate in a Cooperative Agreement project with the Minnesota Department of
Transportation and share the cost of the needed improvements.
