The City has received a petition to install street and utility improvements for Conley Avenue which will be
located east of US 52/TH 56, south of 140�' Street East, north and east of Solberg Aggregate and west of Rich
Valley Golf Course. The project will include the construction of street and utilities to serve the area. This is the
roadway for which we requested financial assistance from MNDOT at our last meeting.
The schedule is tentatively set as follows:
Order Feasibility Report January 5, 1999
Receive Feasibility Report/Order Public Hearing February 16, 1999
Public Hearing/Order Plans & Specs March 2, 1999
Approve Plans & Specs/Order Ad for Bid May 4, 1999
Receive Bids May 20, 1999
Award Contract June 1, 1999
Begin Construction July 5, 1999
Substantial Completion October, 1999
Assessment Hearing Fall of 1999
Final Lift June 15, 2000
Staff recommends that the City Council take the action as stated below.

A RESOLUTION RECEtViNG PETITION AND ORDERING FEASIBILITY RE�PORT FOR
CONLEY AVENUE STREET AND UTILITY IMPROVEMENTS
CITY PROJECT #303
WHEREAS, the City Council of the City of Rosemount has received a petition from a property
owner who will benefit from the proposed Conley Avenue Street & Utility Improvements,
City Project #303. ,
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount as
follows:
(1) A certain petition requesting street & utility improvements to their property, filed
with the Council on January 5, 1999 is hereby declared to be signed by the
required percentage of owners of property affected thereby. This declaration
is made in conformity to Minnesota Statutes, Section 429.035.
(2) The petition is hereby referred to the City Engineer and that person is instructed
to report to the Council with all convenient speed advising the Council in a
preliminary way as to whether the proposed improvement is necessary, cost-
effective, and feasible and as to whether it should best be made as proposed
or in connection with some other improvement, and the estimated cost of the
improvement as recommended.
ADOPTED this 5th day of January, 1999.
