Site Map �_ Mr. Richard Fox approached staff with an idea concerning his property on 160`h Street, east of Emery Avenue. With the construction of the County Road 46 project, Mr. Fox would like to get into the mini-storage business. He feels that his location on the new highway between Rosemount and Hastings would be suitable for the endeavor. Rosemount land along 160`h Street east of Biscayne Avenue is designated for Agricultural Research(U of M) or Agriculture. It seems logical that more land owners will approach the city with non-agricultural development scenarios. Therefore,beginning with the realignment of STH 3, discussion regarding future land use potential would be very helpful to staff in order to provide insightful advice to the property owners. Obviously, there may be pressure for additional commercial land along the relocated STH 3 in the vicinity of Murgic's Automotive,which is zoned C-3, Highway Service Commercial. Several options include: 1. Reaffirm the existing designated land uses in the area. 2. Provide staff with some direction where Council may be willing to consider alternative or future land use designations as a result of the proposed highway improvements and continue the discussion at a future worksession. In addition, once 160"' Street is improved, the city will begin to receive requests for services as development occurs. The County has requested the City services south of 160`'' Street into Empire. The City Council needs to identify what the City's position will be for extending services. Once that is accomplished, a joint meeting with Empire Township may be appropriate. COUNCIL ACTION: C O U N T Y �� November 15,1999 Thomas Burt City of Rosemount 2875 145th Street West � Rosemount, MN 55068 CountyAdministration Dear Thomas Burt, Dakou County As you are aware, Dakota County is planning to relocate its Central Highway Administration Center 1590 Highway 55 Operations Facility on Biscayne Avenue. The County staff has explored a Hastings,MN 55033-2372 number of sites in and around the Rosemount area. Currently we have narrowed the potential sites to three. One site is i� the City of Rosemount on 651.438.4418 the corner of Akron and Highway 42. The other two sites are south of 160tn Fax 651.438.4405 Street and Highway 3 in Empire Township. www.co.dakota.mn.us We are looking for property that is central to the County's road network, that has access to either Highway 42 or the new Highway 46, and that is appropriately zoned for light industrial or agricultural. Based on recent discussions with staff at the Minnesota Pollution Control Board, the County will also be required to have a connection to city sewer for an operation of this type. The sites that the County is considering in the Empire Township do not currently have water and sewer access. However, we understand that City of Rosemount water and sewer will be available just north of the new Highway 46 and along the relocated Highway 3. We have had preliminary discussions with the City's staff regarding a County connection to City utilities for these Empire properties. At this time, I would like to initiate a more formal process. The County Board of Commissioners is scheduled to discuss and take action on a site for the Highway Shop Operations Facility on November 30, 1999. The County Board would need assurances from the City of Rosemount that the County would be allowed to connect to City utilities before finalizing negotiations with property owners. Please let me know how we should proceed on developing an agreement between the County and City on this issue.
