After Dewy Thorbecks presentaion on the proposal for the University's property he asked us to send a
formal letter to Dean Thomas Fisher identifying concerns and areas we would like to participate in
further discussions.
Attached is the letter summarizing our discussion, if there are additional items you would like addressed,
please direct me to do so.

Dear Dean Fisher;
The Rosemount City Council,Planning Commission and staff has recently reviewed the
plans for the University's land in Rosemount,prepared by the Dewy Thorbeck at the
Center for Rural Design. We were encouraged to see that this significant parcel of land
continues to be a priority for the University and that good planning is taking place.
As we reviewed the plan, there were a few items that the city council felt needed
continued communication on in order to explore ways we could collaborate and mutually
benefit.
Trails: The City, County and University need to work together to identify the
appropriate location for trail connections across County Road 42.
Buffers: The University and the City need to work together on land uses compatibility
issues as it relates to the '/2 mile buffer on the west boundary of the property. An open
dialogue and review of appropriate land uses and controls needs to take place.
Storm Water: As development inevitably occurs to the north and west of the
University's property there will be impact by the natural flow of storm water. The City
and University need to cooperatively examine alternate ways to control storm water and
the possibility of future easement over ponding areas.
Turf & Ground: The City is very supportive of the concept and location that has been
identified for the golf course and the athletic fields. These facilities will provide a great
amenity to the community as well as filling a need. The City is very interested in
exploring a possible partnership on the athletic complex. Continued discussion is needed
to determine others who should also be part of the partnerships, such as,Dakota County,
School District 196, local athletic associations, as well as surrounding communities.

Infrastructure: The University and City need to look long term to possible needs for
water, sewer and streets to determine if private or public services are needed. '
Assessments: As the City continues to grow the infrastructure is being installed which
abuts the University's property,the City would like to discuss the impact of assessments
and how they will be paid.
