As you were aware, the plans for Diamond Path between CSAH 42 and 160th Street are
underway and one item of particular interest to the Rosemount residents at the Open
House was the construction of the trail on the Rosemount side. It is County and City
policy to provide walking paths or sidewalks on both sides of Collector streets, which is
done for both recreational use and for pedestrian safety. Recently the Park & Rec
Committee recommended that the trail be constructed on the Rosemount side.
I recently met with a number of residents who live adjacent to the proposed road and trail.
The residents who own property immediately adjacent to the trail do not want the trail
without a berm and landscaping. The problem is that there is not enough room for a
maintainable berm without constructing a retaining wall along the trail. This adds greatly
to the cost and the purpose of this item is to make you aware that there will be some
added costs and possible overruns on the project with this type of construction. The
options are to construct the trail and no berm; construct the trail, berm and retaining wall
with added costs; or not construct the trail at all.
I will provide pictures and more detailed cost estimates at the meeting.
