This meeting was held prior to the Met Council's Growth Policy Committee meeting, which included Rosemount's plan as an informational item on the agenda. City staff indicated that the City Council had given preliminary support to the idea of changing approximately 600 net acres (east of Hwy. 3 and north of County 38) from Rural Residential to Urban Residential or Agriculture. Met Council staff suggested that we consider designating that area as"Urban Reserve", which would not require it to be included in our normal MUSA phasing plan. In other words,this designation allows the city to further evaluate this area in relationship to the timing of municipal services while keeping it restrictive to development(1 dwelling unit per 40 acres, similar to our AG District). In order for this change to occur,the city must hold another public hearing and take official action by the City Council. Once approved,then the Met Council will review and approve the (revised) 2020 Comprehensive Plan for Rosemount. Giving both parties some cushion, staff is suggesting that the City Council grant another extension to the Met Council to November 15, 1999. Overview and Funding In 1997,the Council approved a major expansion of Rosemount's MtJSA,adequate to accommodate growth in the city to 2010. Rosemount's 2020 Comprehensive Plan Update proposes to accept 1,600 fewer households than the Council forecasts through 2010 and 3,000 fewer households by 2020. The city's urban area is substantially constrained by the University of Minnesota and Koch Refinery,each of whom own more than 3,000 acres of land in the city and appeaz interested in continued agricultural use of their lands. However,northeast of the urbanizing part of Rosemount there are more than 1,300 acres of land that are mostly in agricultural use at the present time and could be placed in urban reserve,which would be consistent with the Regional Growth Strategy. Instead,the city proposes to change the land use to permanent rural and allow rural residential development on lots as small as 5 acres.
