I have contact Jim Brimeyer who is in the process of preparing a proposal for the City Council to consider. His
fee will be between$10,000 and$12,000. Once I have reviewed Mr. Brimeyer's proposal, I will see if there
is anything we can do in-house to reduce our costs.
For your review I have attached the position profile Mr. Brimeyer's office prepared in 1995 when Dan Rogness
was hired.

• Position Profile
The Community
The City of Rosemount is a southern suburb of the Minneapolis/St. Paul metropolitan area
located in Dakota County. The City is situated on the Mississippi River and bordered on the
northeast by 270 acres of park reserve land. As one of the few suburbs of the Twin Cities
which originated as an older, stand-alone community Rosemount has remarkably managed to
retain a small town atmosphere despite experiencing enormous growth over the past 15 years.
The current population of 11,500 citizens reveals an increase of almost 70% since 1980 and
future projections indicate a population of nearly 16,000 by the year 2000. The City is situated
on 35 square miles consisting of an expanding residential community and a vital downtown in
the western part of the City. A strong, united business community exists in Rosemount
fostered by the cooperation of civic organizations, the Chamber of Commerce, and local
businesses. Over 500 acres of industrial and commercial land has been reserved for
development. The community has preserved 200 acres of land which contains 15 parks and
features two golf courses, public and private.
Early History
Irish settlers first came to the area in 1853. By 1858 a school and post office had been
established and the community became known as the Village of Rosemount. For the next
century Rosemount served largely as an economic center for the surrounding agricultural
community. A grain elevator and depot were established by the railroad company and the
downtown flourished. In 1941 the federal government purchased 12,000 acres in south
Rosemount and neighboring North Empire Township to construct a munitions plant.
Business and Industry
Today, much of the old munitions plant property belongs to the University of Minnesota and
the facility is dedicated to aaricultural research and education. Several businesses lease land
from the University, which is the largest property owner in the City of Rosemount. In 1956
The Great Northern Oil Refinery began production in a plant which is today owned by Koch
Refining which employs 900 and owns over 2,700 acres in Rosemount. Koch is the largest
refinery in the upper midwest and supplies 50% of the gasoline in Minnesota. The Pine Bend
Industrial Complex houses 15 companies which account for one third of the City's total
employment. Several of these industries are chemical manufacturers and non-hazardous waste
management facilities including Materials Recovery and Minnesota Industrial Containment
Facility. Other prominent employers include Grief Brothers Corporation and the Dakota
County Vocational/Technical SchooL

� The Rosemount Housing and Redevelopment Authority was established in 1979, the Rosemount
Economic Development Authority_in 1990, and the Port Authority in 1992. Minnesota "Star
City" designation was awarded in 1990. A few years ago the City cooperated with the
Minnesota Army National Guard in the construction of an armory which houses the division
headquarters. 1fie 96,000 square foot, $7 million facility contains a community center which
includes an auditorium, banquet facility, theater, multi-purpose arena, and ice sheet.
Schools and Housing
Independent School district 196 serves the Rosemount-Apple Valley-Eagan area and is
headquartered in Rosemount. The District's enrollment is approximately 24,000 students in
grades K-12. School District 196 is one of the largest employers in Rosemount with
approximately 2,500 workers and consists of 14 elementary schools, four middle schools, and
three senior high schools. Of these schools, two elementary, one middle, and one high school
are located within the City of Rosemount. There are also two parochial schools serving grades
K-12 and K-8. The Dakota County Technical Colle�e is located in Rosemount serving 2,000
post-secondary students and offering an extensive adult education program.
" Over the past five years an avera;e of$27 million in new construction value has been added to
the City every year. During this period, the City has added over 200 housing units per year to
its housing stock. Approximately 90% of these units are single family homes but housing
options include townhomes, condominiums, low-income housing, and senior citizen housing.
Organization �
The City employs 60 and operates �vith a total annual budget of$4.4 million. The City
Council is comprised of a Mayor and four Councilmembers elected to overlapping four year
terms of office. The City Administrator is appointed by the Council and serves as Chief
Administrative Officer of the City.
The Position
The Community Development Director is a Department Head position reporting to the City .
Administrator and supervising a staff of seven. Primary responsibilities include community
development, economic development, planning and zoning, building inspection, code
administration, and recycling.
Specific responsibilities include:
* Coordinate entire development processes including financing with the City Administrator,
Department Heads, and developers.
* Serve as liaison to the Port Authority.

* Prepare annual departmental budget and monitor expenditures.
* Conduct research and prepare and present Department agenda items at.City Council and
City Commission meetings. Make public presentations.
* Serve as City liaison and representative to other communities, county, state, and federal
agencies.
* Provide recommendations to the City Administrator and other Department Heads and assist
in the enforcement of local ordinances and in interpreting codes, ordinances, and plans.
* Work with outside consultants and community groups involved in studies affecting the
development of the City.
* Prepare grant applications and administer the Community Development Block Grant and
other state and federal grant programs.
* Oversee the preparation and updatin� of the Comprehensive Guide Plan, Zoning,
Subdivision, and other ordinances.
* Review development and redevelopment proposals.
* Review proposed changes in land use plans, zoning and related codes.
* Respond to citizens and developers regarding concerns, code compliance, and information
exchange.
* Supervise and direct the City's recyclina program.
Background and Experience
Highly qualified candidates will have a Bachelor's degree (Master's preferred) in planning,
urban studies, or closely related field and at least five years experience in governmental
planning, community development, and zoning with two years in a supervisory capacity. The
ideal candidate will possess:
* A background in economic development issues to include community development,
planning, and zoning.
* Significant knowledge of housing and zoning codes and code enforcement.
* Experience in municipal building inspection functions.
* Some experience in subdivisions, construction, and housing maintenance programs.

* Understanding of municipal funding to include Tax Increment Financing, redevelopment
bonds, and venture capital projects.
* Knowledge of environmental health issues. -

* Experience in budget development and administration.
* Ability to analyze complex information, utilize resources, and develop alternatives.
* Computer skills to include word processing and spreadsheet software.

* Some knowledge of Port Authority rules.
Management Capabilities .
* Ability to motivate staff, provide effective leadership, and promote teamwork.
* Effective oral and written communication skills with elected officials, developers,
contractors, staff, and citizens.
* Be comfortable serving as liaison to the business community and cooperating with the
Chamber of Commerce on development issues.
* Considerable ability to develop and implement policies. Have an appreciation for the
process and the enforcement of regulations.
* Creativity in responding to challenges and sound judgement in resolving differences.
* Promote a high level of trust within the department.
* Be accessible to staff and willin�to provide guidance when necessary.
* Be willing to make timely decisions to avoid crisis management.
Department Priorities
* Continue goal setting and set expectations with staff.
* Promote interdepartmental cooperation and stren�hen relationships between the engineering
and planning functions.
* Work with the Metropolitan Council on MUSA line issues and securing additional sewer
capacity.

* Promote well-planned commercial development with special attention to downtown
redevelopment projects.
* Analyze the needs of the housin� maintenance function.
* Business retention and the recruitment of new industry for the Business Park.
* Continue to work with Mn/DOT on traffic issues.
* Involvement in metropolitan and state agencies and associations.
* Keep abreast of developments in the dual track airport planning process.

Community Development Director, Rosemount, MN (pop. 11,500). Salary $48,000-$54,000.
Department Head position responsible for community development, economic development,
planning/zoning, code administration, and recycling. Supervises a staff of seven and reports
directly to the City Administrator. Requires a B.A. in urban planning, urban studies, or related
field. Minimum of five to eight years experience in community development, planning, etc.
