As mentioned in the Apri123rd Weekly Report, it was revealed that Barton Gravel/Commercial Asphalt
located in Empire Township south of 160th Street wants to install a permanent driveway which would
align with Shannon Parkway onto 160th Street. Currently their driveway access to 160th Street is about
200 feet east of our Apple Valley border. Shannon Parkway is a State Aid designated street and as such
we cannot prohibit truck traffic from it. This item is on the agenda to alert the Council to the complaints
we may get in the next two to three years during the construction of County Road 46 regarding the truck
traffic on Shannon Parkway. After County Road 46 is complete I believe the majority of the truck
traffic will travel westerly on County Road 46. I'm sure we will still have some truck traffic on Shannon
Parkway continuously.
The Engineer representing Empire Township felt that the Township may have some review and
comment authority over the Barton/Commercial Asphalt pit design and that Rosemount could send a
letter to Empire requesting that the driveway access at this point not be allowed. A better solution in my
opinion would be to have their access line up with Diamond Path,however the owners of
Barton/Commercial Asphalt have concerns regarding crossing the pipeline and overhead power lines at
the border with Apple Valley.
If Council so desires Staff could draft a letter to be sent to Empire Township requesting that the
alignment with Shannon Parkway not be allowed. Staff looks forward to your feedback.
