This item is on the agenda for council discussion and to provide direction to staff regarding issues surrounding 120"' Street at South Robert Trail at the RosemountlEagan border. The attached map shows some of the features of the area, but more detailed maps will be displayed at the meeting. As the letter from Mayor Awada of Eagan explains, Eagan is concerned with access to the urban residential development they have near our northern border. The issues include redundancy of street access to the urban residential development at or near 120`h Street and what should be the future alignment of that roadway. Along with these concerns comes the issue of access to TH 3. If 120`h is connected to TH 3 on the east side, MnDOT will surely want to consolidate accesses, including 120`'' St. on the west side and Biscayne Ave. on the east side, which are both in Rosemount. Then we get into the cost and funding aspects of new aligned roadways. There are other issues on the Rosemount side, including zoning and property lines through buildings. Staff will provide you with more information at the meeting for our discussion. I expect this issue to be continued to fiirther city council workshop meetings and with joint meetings with Eagan staff andlor council. VAN OVER6;K: City Clerk Dear Mayor Busho: At the Eagan City Council meetin�on February 16, 1999, discussion occurred about the future eatension of 120`h Street to State High«•ay 3 along our common border. The City has encumbered one lot�vithin a sin�le family development (Pinetree Forrest) in southeast Ea�an to allo«� for a potential realignment of 120'h Street, if necessary. Due to a number of unresolved issues, such as the future alignment and functional classification of 120`h Street, the Council denied the developer's request that the City release its option on the parcel. The Council had previously taken the position that no. further de��elopment in the southeastern portion of Eagan should occur until a secondary access is available to High�vay 3. Given this position, the Eagan City Council believes it would be beneficial to address the intricate details of alignment, functional classification, level of development and potential extension of utilities �;�ith representatives from the City of Rosemount. To date, there have been preliminary discussions bet���een the staff of both cities regarding the future development plans for this area and this street. As a result of these discussions, it is our staff s understanding that the Rosemount City Council may not be in favor of urban development in this area. However, there are some extenuating circumstances that may make it beneficial for both communities to discuss this further. While we understand that Rosemount is currently in the final stages of updating its Comprehensive Guide Plan, we believe it would be valuable for both cities to continue meaningful discussions regarding the future development of this area. The City of Eagan is also in the process of updating its Comprehensive Guide Plan, with work continuing on the Transportation and Utility elements of the plan. We would appreciate your willingness to discuss this timely matter in further detail.
