HomeMy WebLinkAbout20170103 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 3, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, December 20, 2016, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Freske attending. Staff present included the following; o City Administrator Martin o Assistant City Administrator Foster o City Clerk Hadler o City Attorney Tietjen o Parks & Recreation Director Schultz o Chief of Police Scott o Communications Coordinator Cox o Fire Chief Schroeder o Assistant City Engineer Hatcher o Community Development Director Lindquist o Finance Director May o A number of Police Officers The Pledge of Allegiance was said. City Clerk Hadler administered the Oath of Office for Council member Heidi Freske. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated there were no proposed changes to the agenda. Motion by DeBettignies. Second by Freske. Motion to Adopt the Agenda as presented. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. New Police Sergeant Introduction Chief of Police Scott introduced Sergeant John Winters. Sergeant Winters has been on the Rosemount Police Department for over 23 years, and has served as patrol officer, school liaison officer, and most recently a Detective. Mayor Droste administered the Oath of Office for Sergeant Winters and his wife pinned on his badge. 3.b. Rosemount Area Arts Council Update Joanne Johnson, the new Chair of the Rosemount Area Arts Council, gave an overview of activities of the Rosemount Area Arts Council in the past year and in the upcoming year, including programming and capital investments. Ms. Johnson discussed grants and local expenditures, and the value of local volunteer hours. Council member Weisensel noted the Oktoberfest that he attended and hoped it would return. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 3, 2017 Council member DeBettignies invited Ms. Johnson to discuss ways to get involved in RAAC. Ms. Johnson stated they are always looking for assistance, or financial support, or even just attending events. Information can be found at rosemountarts.com. PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Weisensel. Motion to Approve the Consent Agenda with the removal of item 6.k. a. Minutes of the December 12, 2016 Work Session Proceedings b. Minutes of the December 20, 2016 Regular Meeting Proceedings c. Bills Listing d. Set Meeting Schedule for 2017 e. Designation of Official Newspaper f. Appointment of Weed Inspector g. Appointment of Acting Mayor h. Appoint Director - Dakota Communications Center i. Resolution and Consent Order Imposing Civil Penalties on Rosemount BP j. Naming of Depositories & Financial Institutions k. Service Agreement - Rosemount Area Arts Council l. 2017 Solid Waste Haulers Licenses m. Port Authority Appointment n. Payment 5 & Final - Horseshoe Lake Stormwater Lift Station, City Project 466 Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. 6.k. Service Agreement - Rosemount Area Arts Council Council member Nelson thanked Ms. Johnson for the information regarding the activities of Rosemount Area Arts Council. Mr. Nelson expressed concerns regarding the Steeple Center and the usage by the Arts Council that is not paid for, in contrast to youth organizations who pay for all facility use. Council member Nelson asked that the item be moved Council member Weisensel made the motion to move the item forward and expressed concern with Council member Nelson’s statements. He discussed many activities of RAAC and other community groups. Council member Nelson reiterated his appreciation for the Arts Council, and that he would like all groups to be treated equally. Mayor Droste also discussed the activities of RAAC, and the bearing of the Arts Council in the Money Magazine rating last year. Council member Freske clarified Council member Nelson’s position, and he agreed. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 3, 2017 Council member Weisensel discussed the caliber of the events and how the events that are charged for are usually ones that have a venue that they are paying for. Council member DeBettignies reiterated this point. Council member Weisensel noted that Ms. Johnson stated there was $25,000 investment in equipment in the Steeple Center. Motion by Weisensel. Second by DeBettignies. Motion to approve the 2017 Service Agreement with the Rosemount Area Arts Council (RAAC). Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PUBLIC HEARINGS OLD BUSINESS NEW BUSINESS ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. City Offices will be closed January 16th for Martin Luther King Day. The next City Council meeting will be held on Tuesday, January 17, 2017, at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Nelson, the meeting was adjourned at 7:27 p.m. Respectfully Submitted, Clarissa Hadler, City Clerk
