HomeMy WebLinkAbout20170221 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, February 21, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Weisensel and Freske attending. Council member Nelson was absent. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Parks & Recreation Director Schultz o Chief of Police Scott o Community Development Director Lindquist o Finance Director May o Interim City Engineer Morast o The Pledge of Allegiance was led by two Boy Scouts from Troup 345. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated there were no proposed changes to the agenda. Motion by DeBettignies. Second by Freske. Motion to Adopt the Agenda as presented. Ayes: DeBettignies, Droste, Weisensel, Freske Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS PUBLIC COMMENT Tamlynn Cobian, 10927 Andover Ct. in Inver Grove Heights, inquired about the paving of Akron Avenue. Interim City Engineer Morast explained planned future incremental improvements to the road. CONSENT AGENDA Motion by DeBettignies. Second by Weisensel. Conditional Use Permit for a Coker Derrick over 250 feet, being 346 feet j. Amendment to the SKB Environmental Small Scale Mineral Extraction Permit at the PedKuznia Properties for 2016 k. Approval of Conditional Use Permit for Barge Dock Improvements And Site Plan Review l. Receive Plans & Specifications Authorize Ad for Bid 2017 Street Improvement Project, City Project 470 m. Budget Assignments Ayes: DeBettignies, Droste, Weisensel, Freske Nays: None. Motion carried. 6.g. 2017 Police Fleet Vehicle Purchases Council member Weisensel invited Chief of Police Scott to speak to how the PD fleet policy and practice. Police Chief Scott discussed the practices used to make sure the life of a police car is extended. The policy implemented when he started in the position is expected to save approximately $150,000 over 10 years. Council member Weisensel thanked the Chief for his explanation. Motion by Weisensel. Second by Freske Motion to authorize the purchase of equipment and declare the Listed Items as Surplus Property and Authorize Staff to sell them. Ayes: DeBettignies, Droste, Weisensel, Freske Nays: 0. Motion carried. PUBLIC HEARINGS 7.a. Wayne Transport, Inc. Comprehensive Plan Amendment, Appeal of Variance Decision, and Appeal of Site Plan Review Decision to expand truck trailer parking Community Development Director Lindquist explained the appeals that will be coming to the Council. Because staff has already published and noticed the public hearing, and because the applicant would prefer having the whole council present at the hearing, staff recommends opening the public hearing and continuing to the April 4th meeting. Motion by Weisensel. Second by Freske. Motion to postpone consideration of Comprehensive Plan Amendment to change the future land use designation of Lot 1, Block 1 and Outlot B of Rich Valley Industrial Park from RC – Regional Commercial to GI – General Industrial. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2017 Ayes: DeBettignies, Droste, Weisensel, Freske Nays: 0. Motion carried. Mayor Droste opened the public hearing at 7:18 pm. Motion by DeBettignies. Second by Weisensel. Motion to continue the public hearing concerning an appeal of variance and site plan decisions made by the Board of Appeals and Adjustments and Planning Commission to the April 4, 2017, City Council meeting. Ayes: DeBettignies, Droste, Weisensel, Freske Nays: 0. Motion carried. OLD BUSINESS NEW BUSINESS 9.a. 2017 Proposed Public Works Equipment Purchases Interim City Engineer Morast presented additional information regarding the public works equipment as requested by Council at the last work session. There are six items that the Council was not ready to move forward with. The total estimated cost was originally budgeted at $682,000, and recommended equipment purchase is $602,000. Staff is currently recommending not moving forward with the trash pump. Staff is recommending auctioning the Ford Focus and not replacing it, putting the proceeds toward the purchase of other items. Staff maintains their recommendation to purchase a new van due to the cost of reimbursing staff for use of their personal vehicles. The John Deere Gator is also recommended for purchase instead of rental. As requested, staff made additional inquiries into other truck brands. Staff maintains their recommendation to purchase the Fords for additional gas economy, aluminum bodies, and consistency in maintenance. Staff has spoken with Enterprise Rent-a-Car to explore purchasing leased vehicles; however would like to look at potentially implementing that in 2018. Motion by DeBettignies. Second by Freske. Motion to Declare Surplus Property and Authorize the Purchase of Equipment as outlined the 2017 Equipment Purchase Recommendation Report. Ayes: DeBettignies, Droste, Weisensel, Freske Nays: 0. Motion carried. ANNOUNCEMENTS ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2017 Mayor Droste noted that the City is taking applications for various commissions. Mayor Droste reviewed the calendar of events.
