The city has received 18 applications to sell cigarettes at the locations listed below. The State required"License
Applicant Information" form, application, and fee of$12.00 isxequired from each location. ,
Each applicant received a letter noticing them of possible changes to occur in the future regarding license '
amount,non-use of vending machines, and un-announced testing of each location for sale to minors. These
decisions have not been finalized by Dakota County at this point. Each city will be required to have a public
hearing to review the best way to incorporate the new state laws.

Application Directions
A. This memo is to advise you that the City is looking at changing its City Ordinance
regulating cigazette sales to comply with the new state tobacco regulations which went into effect
August 1, 1997.
The City expects these changes to occur in 1998 with due notification to all businesses licensed
to sell cigarettes in Rosemount. Because of the mandatory age limit tests the cost of the yearly
fee of$12 will surely be raised. Another issue you should be aware of is that cigarette vending
machines in public areas will no longer be allowed. Vending machines would be allowed only in '
areas completely off limits to minors.
A public hearing will be required for any changes to occur in our Ordinance which will give
businesses and residents a chance to speak to the issue. Our office will keep you updated as
decisions are made and clear direction is given.
B. Please fill out the enclosed application form. Be sure to strike out any changes and make
corrections. Submit the fee of$12 with the SP:CI form and license application to the City of
Rosemount, 2875 I45 ST W,ROSEMOUNT MN 55068 by December 10, 1997.
Enclosed is the State of Minnesota License Applicant Information form(SP:C1)which is
required from all who receive alicense from the City of Rosemount. This year I have enclosed a
copy of your last year's SP:C1 form. If nothing has changed,please sign and date the bottom of
the copied SP:CI form. If there has been a major change, a new SP:C1 form has been provided.
