SUMMARY:
The Met Council is making available $1 million to assist local government units in updating or amending their
comprehensive plans. Staff has completed the grant application form supplied by the Met Council. A resolution
authorizing application to the Met Council is required as an attachment to the application.
Staff estimates are that updating Rosemount's Comprehensive Guide as per Met Council directives will cost the �I
City approximately$45,000, including $17,000 for the Mississippi River Corridor Study. This total includes staff !,
pay, professional and consultant services, and printing, publishing and mapping. I
The City has received an $8,500 T�INNRRA grant that must be matched l:l by the City. An additional ma�mum '
of$20,000 is available to the City through a Local Planning Assistance grant. The remaining $8,000 would be
an in-kind contribution by the City.

TO THE METROPOLITAN COUNCIL
FOR A LOCAL PLANNING ASSISTANCE GRANT
WHEREAS, the Metropolitan Land Planning Act was amended in 1995 to include a requirement
for decennial review of local plans; and,
WHEREAS, the City of Rosemount is required to update its Comprehensive Guide Plan by
December 31, 1998; and,
WHEREAS, the City of Rosemount will incur costs associated with updating its Comprehensive
Guide Plan; and,
WHEREAS,the Metropolitan Council will distribute planning assistance funds in the form of grants
and interest-free loans; and, I,
WHEREAS, grants may not exceed seventy-five(75) percent of the total costs and expenses of the I'
work plan for which a grant is awarded up to $20,000: ',
NOW,THEREFORE,BE IT RESOLVED, the City Council of the Cifiy of Rosemount, lVTinnesota
hereby authorizes the City Administrator to submit to the Metropolitan Council, a grant application,
for local planning assistance in the amount of$20,000.

Application for Local Planning Assistance Grant
City of Rosemount, Minnesota
1. The City of Rosemount is located within both the illustrative 2020 MtTSA and
the Urban Reserve area as identified by the Metropolitan CounciL
2. The Metropolitan Council is currently designing a phaseout of the Rosemount
Waste Water Treatment Plant and replacing it with a new lift starion to service
the majority of the community. The City has submitted a local water
management plan to the Metropolitan Council for review and comment. The
City of Rosemount is part of the Minnesota Valley Transit Authority system
related to transportation initiatives. Trails are also incorporated into the
Rosemount local transportation system as a means of movement within the
community.
3. The City of Rosemount has worked with developers to attain compact design
and mixed use development where appropriate. The City has also worked with
developers to achieve life cycle housing that includes a variety of housing types
that meet the market demand in the Rosemount area.
4. The City of Rosemount will include economic development and redevelopment
plans and policies as part of the Comprehensive Guide Plan Update. The City
will also address contaminated sites that have been identified within the City
that may be appropriate for brownfield redevelopment.
5. The City of Rosemount is currently a participant with the Dakota County
Cluster of Communities for the Livable Communities Act. The City's Zoning
Ordinances currently provide opportunities for life cycle housing and
amendments will be considered within the next 1-2 years. Since the City of
Rosemount is at the edge of the metropolitan area, the City will also be
evaluating rural development standards and densities in relationship to the
regional blueprint.
6. The City of Rosemount is interested in evaluating all opporiunities for sharing
services with neighboring communities. It currently shares transit services with
other communities as part of the Minnesota Valley Transit Authority, as well as
police dispatch service with Eagan.
7. The City of Rosemount will cooperate with neighboring communities to plan for
transportation, sewer, water, and housing as appropriate and feasible.
