SIrMMARY
This proposed preliminary plat combines the previously approved 17 lot preliminary plat for the Hawkins
property with 20.3 acres owned by the First Baptist Church of Rosemount. The Hawkins part remains
substantially the same as before with the elimination of a large"flag lot" configuration of lot 12, block 3 which
formerly attached a disproportionaly large amount of the pond to the single lot. The new plat associates ponding
areas to the most adjacent lots on the north,south and west sides. As before, the only vaxiances requested with
this plat axe the eight minimallot width variances of lots 16-23, block 3. All other variances have or will be
eliminated from the preliminary plat.
On January 14, 1997, the Planning Commission conducted a public hearing regarding the preliminary plat and
related issues. Several people were in attendance, but only one, Mr. John Hawkins spoke. Mr. Hawkins was
very much in favor of the revised preliminary plat. Subsequently, the Planning Commission adopted motions to
recommend approval of the preliminary plat, Comp. Guide Plan amendment and rezonings. An ordinance for the
rezoning will accompany the final plat at a future date.
RECOMMENDED ACTION: Motion to adopt a resolution approving the revised preliminary plat for
. Hawkins Pond; and, . ,
Motion to direct Staff to prepare the documentation required to amend
the Comprehensive Guide Plan to redesignate 20.3 acres of the the First
Ba tist Church of Rosemount to Urban Residential. ,

PROPOSAL
This revision to the original Hawkins Pond preliminary plat now includes 20.3 acres of land
owned by the First Baptist Church of Rosemount. The combined 36.82 acres will be developed
for 68 single family detached lots.
The revision requires an amendment to the Comprehensive Guide Plan to change the land use
designation of the church properry from Public'/Institutio�aal to Urban Residential. The property
involved in the plat will also have to be rezoned to R-1 Single Family Residential Detached.
ACCESS AND STREET DESIGN
The plat has three access points: 143rd Street West from Shannon Meadows (under
construction); Davenport Avenue from 145th Street West; and Dekalb Avenue from the north in
Country Hills. The lots south of Hawkins pond will front 145th Street with turn around"hammer
heads" built with the driveways. The street design is a modified grid pattern with no cul-de-sacs.
143rd Street West will be extended to the west in the future and will probably end in a cul-de-sac
at that time.
LOT DESIGN
With the exception of the eight lot width variances previously granted, all of the lots meet or
exceed minimum dirnensional standards. The first draft of the preliminary plat has three lot depth
variances: lot 1, block 3 and lots 6 and 7 block 5. These variances will be eliminated by
adjusting related lot lines.
PARKS AND SIDEWALKS
No land will be recommended for park dedication in tlus plat. Sidewalks will be recommended to
extend along the south side of 143rd Street West; and the west side of Davenport Avenue. Park -
dedication will be in the form of cash contribution as a result.

RECOMN�NDATION
MOTION to recommend approval of the revised preliminary plat for Hawkins Pond to the City
Council subject to:
1. Incorporaxion of recommendations relarive to easements, grading, streets and utilities
identified by the Public Works Department.
2. Eliminaxion of all lot dimensional variances not previously granted.
3. Compliance with requirements for final plat as specified in the Subdivision Ordinance.
4. Park Dedication in the farm of cash contribution in the amount specified by the fee
schedule adopted at the time offinal plat approval.
5. Sidewalks installed along the south side of 143rd Street West and the west side of
Davenport Avenue.
6. Provision of a boulevazd tree planting plan in accordance with the requirements of Section
8.3 of Ordinance B, the Zoning Ordinance.
7. Compliance the tree preservation ordinance(B-77, adopted December 3, 1996). I'I
8. Developer rnust make payment to the City for the following at the time of final plat: I
a. 1997 Storm Water Trunk Area Charges of$2,000 per acre which is estimated at
this time as 28.8 acre x$2,000 = $57,600;
b. 1997 GIS fees of$50 per lot/unit which is estimated at this time as 691ots x$50
per lotlunit=$3,450.

Guide Plan for the redesignation of portions of the First Baptist Church of Rosemount property to
Urban Residential relative to the residential uses proposed by the preliminary plat.

Type of Request: Revised Preliminarv Plat Review
The Following Conditions Must Be Met for ApprouaL•
1. Incorporation of recommendations relative to grading, streets, utitities and easements
identified by the Public Works Department.
2. Developer must make paymenfi to the City at final plat for:
a. 1997 Storm Water Trunk Area Charges of$2,000 per acre which is estimated at
�his time as 28.8 acres x$2,000 = $57,600;
b. and 1997 GIS fees of $50 per IotJunit which is estimated at this time as 69 Iots x
$50 per lot/unit = $3,450.
The followring is a review by the Public Works/Engineering Department of the �Preliminary Plat"
plan received by the Public Works/Engineering Department on January 7, 1997. Also reviewed
were "Preliminary Grading" plans received by the Public WorkslEngineering Department on
December 24, 1996 for the westerly haif of the plat and on October 14, 1996 for the easterly half.
The street&utilities and possibly the grading will be done as a public improvement. A consultant,
SEH, continues to work on the Feasibility Report for the Street & Utilities for the project.
Gwading/Drainage Facilities
A High Water Level of 929.0' is being used for Hawkins Pond. The elevation of 929.0' is the
manhole rim elevation of the sanitary sewer lift station located along the southwesterly edge of
Hawkins Pond. Staff and the Developer are examining the possibility of Iining Hawkins Pond so
it holds water. This may impact the Normal Water Level of the pond.
The side slopes of the pond may be maintained at their current slopes but no slopes shall be ',
steeper than 4:1 (Horizontal:Vertical) and, where possible, the first finro feet below the normal
water level should not be more than 10:1 (Horizontal:Vertical). '
The need for catch basins in the backyards of Block 5 and Block 4 should be eliminated with
modifications to the grading plan and/or different types of housing.

Trees that are to be saved or removed need to be shown as required by the tree preservation '
plan. Slopes steeper than 4:1 (horizontai:vertical) and retaining walis in easements may be
allowed in order to preserve trees. The locations of the retaining walls that are proposed need
to be shown on the grading plan for the easteriy half of the plat. Two retaining wall's are proposed
in the westerly half. One along the property Iine shared with 4275 145th Street West and the
other near the existing sanitary sewer lift station. Retaining walls should not be located in
drainage and utility easements.
Drainage easement widths may need increasing for overland flow. Emergency overflows are
required for low points on a street. Label the emergency overflow route and show a spot
elevation at its high point. More of the drainage that flows west to east through the backyards of
Lots 1-6 of Block 2 needs to be directed southeriy through adjoining bt line drainage easements
to the street.
The proposed grading for Lot 24 of Block 2 which is southeast of the intersection of 143rd Street
West and Dawson Court in Shannon Meadows Addition does not blend well into the proposed '
grading for Lot 16 of Block 3 in this Addition. A walkout house is proposed for Lot 24 in Shannon ',
Meadows. As of this date no buiiding application has been made for this lot.
The plans may need to show grading for the future storm water lift station that is proposed to be
constructed on Lot 9 of Block 3. The existing lift station for sanitary sewer, the proposed tift
station for storm water, and the ponding easement on Hawkins Pond will crea#e a small backyard
for the homes on Lots 8 and 9 of Block 3.
Proposed street grades at#he intersections of Davenport and 145th Street, Davenport and 144th
Street, and Dekalb and���reet are steeper than preferred. The grades should be decreased
if possible. �F,�—
Proposed contours do not seem to match properly in the vicinity of Lots 6 and 7 of Block 2 and
Lots 1 and 23 of Block 3. Show proposed contours for the gravel driveway removal afong the
easterly plat line and the gravel driveway removal along the westerly plat line. Show lot corner
elevations and bench marfc(s) utilized. Hopefully, the one bench mark used for both the easterly
and westerly grading pians was checked with another bench mark or two.
" Drainage structures will be needed at the westerly end of 143rd Street West to prevent erosion.
The existing storm sewer that outlets into the southerly part of Hawkins Pond may have to be
reloeated if the pond is lined.

The existing curb drops along 145th Street West for the driveway to the Hawkins home and the
driveway to the lift station shall be removed and replaced with B618 concrete curb & gutter.
Walks & Trails .
A 5' wide concrete walk will be constructed along the south side of 143rd Street Wes# and the
west side of Davenport Avenue.
Easements � Right-of-Ways
Minimum utility easement widths are 20' or twice the depth to the invert ofi the pipe, whichever is
greater. Existing easement widths may increase or decrease in size. Additional easements will
- be needed for drainage that is directed through backyards and not through adjoining and back
lot line easements.
Additional easements may be needed for storm sewer that will run westerly from the proposed
lift station. Additional easements may also be needed for water, sewer and' storm sewer
connections to the 1 st Baptist Church property westerly of this plat and for sanitary sewer service
to homes along 145th Street West.
Fees �Assessments
Developer must make payment to<the City at final pla#for:
a. 1997 Storm Water Trunk Area Charges of$2,000 per acre which is estimated at
this time as 28.8 acres x $2,000 = $57,600; -
b. and 1997 GtS fees of $50 per lot/unit which is estimated at this time as 69 lots x
$50 per lo�/unit = $3,450.

Construction
The Developer has already petitioned for Public Improvemer�ts via the Chapter 429 process. The
City is anticipating that the project could have a Bid Award in April if the platting schedule is
followed.
Private Utilifies
The Deveioper should contact Dakota Electric as soon as passible on replacing the overhead
power and poles along the easterly plat boundary with underground power.
A shoe box style street light will be requested at the intersection of Davenport Avenue and 145th
Street West in addition to the normal street tight installations.

A RESOLUTION APPRO'VING THE
REVISED PRELIMINARY PLAT FOR
HAWI�TS"POND
WHEREAS,the Planning Department of the City of Rosemount has received an application for
the revision of a previously approved preliminary plat for Hawkins Pond located on property
legally described as:
Part of the South '/z of the Northwest 1/4 of Section 30, Township 115 North, Range 19
West, Dakota County, Minnesota.
WHEREAS,the Planning Commission of the City of Rosemount conducted a public hearing as
required by the Subdivision Ordinance on January 14, 199? for the purpose of receiving comment, ��,
and, I
WHEREAS,the Planning Commission adopted a motion to recommend approval of the revised I�',
preliminary plat for Hawkins Pond subject to conditions, and, '
WHEREAS,the City Council reviewed the revised preliminary plat accompanied by the '
recommendation forwarded by the Planning Commission.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount
hereby approves the revised preliminary plat for Hawkins Pond subject to:
1. Incorporation of recommendations relative to easements, grading, streets and utilities
identified by the Public Works Department.
� 2. Elimination of all lot dimensional variances not previously granted.
3. Compliance with requirements for final plat as specified in the Subdivision Ordinance.
4. Park Dedication in the form of cash contribution in the amount specified by the fee
schedule adopted at the time of final plat approval.
5. Sidewalks installed along the south side of 143rd Street West and the west side of
Davenport Avenue.
6. Provision of a boulevard tree planting plan in accordance with the requirements of Section
8.3 of Ordinance B, the Zorung Ordinance.
7. Compliance with the tree preservation ordinance(B-7'7, adopted Deember"3, 1996).
8. Provision of driveway"turn arounds" for all driveways connecting to 145th Street West.
9. Developer must make payment to the City for the following at the time of final piat:
