Since the Jaycees estimate that more than 500 persons will attend, they are required to apply for a special event license pursuant to City Code. As the Council knows, the event is the Rosemount Jaycees Octoberfest to be held October 3-5, 1997. The event will be held in the two hockey rinks. There will be food and merchandise vendors and live entertainment with the stage located between the two rinks at the north end of the area. The Jaycees have also applied for a strong beer license which the City Council will consider under a separate agenda item. Hours of the event are: Friday, October 3: 6pm-10:30pm; Saturday, October 4: 1pm-10:30pm; Sunday, October 5: 1pm-6pm. The plans for this event have been reviewed by staff from the police department, parks and recreations department and public works. City staff has requested that the Jaycees escrow $2,880 for 80 hours of police officer time. If attendance of participants is lower than expected resulting in fewer officers patrolling the event, then any unused escrow amount would be refunded. Keith Wunder -Joyce of the Octoberfest Committee proposed that the committee escrow half of the $2,880 before the event, and pay the remainder of $1,440 if there are profits from the event. Staff has requested comprehensive general liability insurance in the amount of $1,000,000 per occurrence/$1,000,000 aggregate. Octoberfest representative Keith Wonder -Joyce will be at the Council meeting to answer any questions. Without this assistance the event could be dampened, less entertaitmient, less extra facilities, Etc. This event was begun as a community event. There has never been any intention of raising funds for any cause. However recently the Rosemount Jaycees Octoberfest Committee voted to donate all profits from the event to the proposed amphitheater & stage. This is still assuming that a profit is made. Our proposal is such, that .ve pay 1/2 of the proposed escrow amount approximately $ 1,440.00. That the City keep the balance as an accounts receivable until after the event takes place. If a profit is made the first approximately $ 1,440.00 or balance of what we owe the City of Rosemount would be paid. The next $ 1,000.00 the Jaycees loaned the project would be paid back to facilitate starting up other programs and such. The balance of the fiinds would than be given to The City of Rosemount Parks and Recreation Department. The risk to the City is the 50% chance that we do not profit from the event at all, or that the profit is less then the amount owed to the city. In that case the city would recover what we have available and consider the rest as a donation or a loss. I will be at you next meeting September 2nd to answer any questions you may have.
