City Engineer/Public Works Director ATTACHMENTS: Executive Summary from Feasibility APPROVED BY: Re orSchedule of Project, Map,Resolution On July 1, 1997 the City received a petition and ordered a Feasibility Report to consider the Brockway Draw Trunk Sanitary Sewer Improvements which will serve much of the new addition to the MUSA with sanitary sewer service. This trunk facility will connect with the existing MCES interceptor in Section 28, north of CSAH 42, in the CMC Heartland Partners 226 acre site. It will run to the northwest and eventually connect to the trunk sewer in Connemara Trail at existing Lift Station #3 near the Rosemount Woods Mobile Home Park. The Feasibility Report is broken into two phases. The first phase would be constructed to the north limits of the proposed Biscayne Pointe Addition as shown on the attached map as soon as possible. The second phase would be constructed when sanitary sewer service is needed in the Daley farm area west of Dodd Boulevard or in the Nelson farm immediately north of the Biscayne Pointe. The total estimated project cost for the first phase is $498,000. Most of the cost will be assessed through lateral benefit or trunk area assessments to the benefiting area. A portion of the cost,$52,030, will come from the City's Sanitary Sewer Core Fund. The schedule is attached but will probably need modification due to timing concerns with the railroad and acquisition of easements. Short -Elliott -Hendrickson, Inc. the consultant used for this project, and Staff recommend that the Council receive the Feasibility Report and set a public hearing for October 7, 1997 to consider these proposed improvements. COUNCIL ACTION: 51 1 1 1 A RESOLUTION RECEIVING THE FEASIBILITY REPORT /SET PUBLIC HEARING BROCKWAY DRAW TRUNK SANITARY SEWER IMPROVEMENTS CITY PROJECT #286 WHEREAS, pursuant to the resolution of the Council adopted on July 1, 1997 and a report has been prepared by the City's consulting engineer with reference to the improvements of Brockway Draw Trunk Sanitary Sewer Improvements, City Project #286, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost effective and feasible. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvements in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $498,000. 2. A public hearing shall be held on such proposed improvements on the 7th day of October, 1997, in the Council Chambers of the City Hall at 8:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvements as required by law. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997 85 Cathy Bus Mayor 08%28/97 THli 09:50 FAX 612 490 2150 SEH Z002 September 2, 1997 Preliminary Report Brockway Drew Trunk Sanitary Sewer Improvements Rosemount, Minnesota Executive Summary City Project No. 286 provides for the construction of Phases I and IC of the Brockway Draw Trunk Sanitary Sewer Improvements. The project area is located north of CSAR 42 and east of STH 3 in Sections 20, 21, and 28 of Township 115 North, Range 19 West. Phase I consists of approximately 3,595 linear feet of 30 -inch diameter and 27 -inch diameter trunk sewer pipe. Phase II consists of approximately 3,015 linear feet of 27 -inch diameter trunk sewer pipe. The total estimated project cost for Phase I is $498,000. Of this total, $253,000 is anticipated to be recovered from lateral (or residential) charges, $192,970 is anticipated to be recovered from sanitary sewer trunk assessments, and the remaining $52,030 will come from City core funds. The total estimated project cost for Phase II is $457,000. Specific cost recovery information for Phase II will be developed when a conceptual development plan becomes available for this area. This improvement is necessary to provide sanitary sewer service to adjacent properties. In addition, the improvement is cost effective and feasible from an engineering standpoint. Phases I and II of the project could either be constructed individually or as a joint project. Project construction is scheduled to begin in late fall or winter of 1997, with completion in the spring of 1998. A-ROSEM9801.00 Page 1 5.0 Project Schedule The proposed schedule for this improvement is listed below. This schedule is based on the provisions of Chapter 429 of the Minnesota State Statutes.
