Brown, Water Resources ordinator AGEN � ATTACHMENTS: Application, Resolution APPROVED BY� With your approval the attached application for a 1998 Landfill Abatement Grant will be submitted to Dakota County. Rosemount has submitted and received funding for this program since 1988. The County makes these funds available to cities to help defray the costs of administering a solid waste/recycling program. Our maximum funding amount for 1998 is S 1 1 ,341 . The application includes a general breakdown of the program budget. Although I have shown expenditure in the community share of the budget, city funds are not required and I believe the program can be administered with County funds exclusively. The City's commitment for 1998 is similar to that done in the previous two years. ! By this application we agree to: I� ►Continue all ongoing recycling efforts and regulations , ►Promote recycling in multi-family housing ►Send at least one solid waste educational mailing to all residents ►Perform at least seven community contact events for educational purposes We have been able to successfully meet these goals in the past and should have no problem in 1998. Rosemount has a very successful recycling program and the County abatement grant is an essential part of our solid waste/recycling program operation. Residents receive recycling containers, published information, community presentations, answers to queries and other services. City staff receives the benefit of interaction with staff from other cities as well as Dakota County resources. I encourage your continued support and recommend approval of the attached resolution. COUNCIL ACTION: r CITY OF ROSEMOUNT ' DAKOTA COUNTY,MINNESOTA RESOLUTION 1997- A RESOLUTION AUTHORIZING APPLICATION TO DAKOTA COUNTY FOR FUNDING THE CITY OF ROSEMOUNT'S 1998 LANDFILL ABATEMENT PROGRAM WHEREAS, according to the Dakota County Community Landfill Abatement Program guidelines as established in 1988 and amended in 1989,the City Council of Rosemount must submit a funding allocation and funding application to receive funding for the City's 1998 Landfill Abatement Program; and WHEREAS,the City of Rosemount has established and desires to maintain a landfill abatement program which promotes recycling,waste reduction, and reuse opportunities in the community and encourages landfill abatement; and NOW THEREFORE BE IT RESOLVED,that the City Council of the City of Rosemount hereby approves the 1998 Landfill Abatement Funding Application authorizing the necessary signatures thereon and its distribution to Dakota County. Multi-Family 1998 Focus - Describe your community's planned activities to improve multi-family recycling opportunities in 1998. Please be specific. Multi-family units will be contacted and queried as to the cu�rent recycling availability and methods. Rosemount will then work with owners and�esidents to improve multi-family recycling opportunities where possible. 1 i E. Communities must have a minimum of one written communications must be sent to each household (including units in multi-family buildings) in 1998 and communities over 5,000 population must make a minimum of 7 presentations in 1998. In-house program - Describe your community's in-house recycling program and reduction program. The City of Rosemount continues to provide the opportunity for recycling of materials by employees. Employees are updated th�oughout the year on the most recent info affecting the recycling program. All City facilities, including parks, have bins located at them. City Staff continues to make the purchase of materials made with recycled products a priority. H. Waste collection service required - Describe anticipated efforts to promote implementation of policies that require all residences have waste collection service. The City currently has a policy requirrng weekly sanitary disposal of waste. Efforts will be made through Public education to inform and remind people of this policy. 2 11.
