In 1994 the City changed the policy so that all subdivisions and developments outside the MUSA paid the appropriate share of Storm Water Trunk Charges. This proposed fee would be charged to alf New development in the Rural Residential or Agricultural areas. The fee would be calculated exactly as the fees are for other zoning types and explained as follows. In new subdivisions the developer will be required to pay the Trunk Area Charge of 5300 per acre with the subdivision agreement. In addition, a Connection Charge of S 103 would be paid with each building permit within that subdivision. These charges are actually assessments for the trunk costs associated with the entire system. In areas where there are lot splits or single lots created in Agricultural or Rural Residential areas, area charges are not collected from a developer, but the connection charge should calculate out to the same amount which would be $853 per lot which would be collected with the building permit. The Utility Commission discussed these changes and unanimously recommended that the Fee Ordinance be amended to include these rates at the September 8, 1997 meeting, Staff recommends that the Council amend the Fee Resolution as proposed. MEMO September 4, 1997 � To: Bud Osmundson, Public Works Director From: Tim Brown, Water Resources Coordinator RE: STORNI SEWER TRUNK AREA �'YD CONNECTION CHARGE FOR RURAL RESIDENTIAL LOTS In developing a Storm Sewer Trunk Area and Connection Charge for Rural Resider►tial Lots the amount of runoff and degree of service need to be considered. The following summary outlines these considerations which lead me to recommend a Rural Residential Trunk Area Charge of ,�300 per acre and a Connection Charge of,�103 per lot. Runoff Analyses by Ban Engineering for our Storm Water Utility showed that rural residential lots in general develop about 86% of the volume that sin�le residential lots do. But generally, lot sizes are much larger for a rural residential site with 2.5 acres as a minimum. Assuming that single residential lots average 1/3 acre then a rural residential lot should �enerate 6.45 times the water volume as a single family lot. Degree of Service With regard to storm water, the degree of service in rural areas is much less costly than in single farnily urban areas. Utility work in rural areas historically involves construction of ditches and occasional periodic cleaning of culverts and removal of ditch sediment. Work in urban areas might involve street sweepin�, pumpin� water from basins, and removin� basin sediments as well as construction of the concrete storm sewer system. If these costs were spread over the City, based on proportional runoff rates and volumes, owners of a�ricultural land would pay a disproportionately high rate to the level of service in return. In this case service-based considerations should dominate the fee basis over runoff-based considerations. It is difFcult to separate costs associated with rural vs urban storm water infrastructure construction and maintenance. For 1996 I estimate that somewhere between 10% and 15% of the storm water budget was spent on "rural" activities. This is based on�eneralistic cost items within the bud�et worksheets and so is imprecise. Based on the above I recommend Storm Sewer Trunk Area and Connection Charges for Rural Residential Lots at 15% of the urban residential fee. For 1997 the single family trunk rate is $2000 per acre and the connection charge is �685 per lot.
