PREPARED BY: Bud Osmundson IZC� �� � Ci En 'neer/Public Works Director C ATTACHMENTS: 1997 Fees Staffwill provide an overview of the Comprehensive Storm Water Management Plan which was prepared by Keith Yapp of Bonestroo, Rosene, Anderlik and Associates. We have been working on this for the past year and want to discuss a few major items with you this evening. The Storm Water Management Plan must be approved by the Vernullion River Watershed Management Organization and Met Council. After their approval is granted, the Plan will be presented to the Utility Commission and City Council for adoption. This Plan will replace the 1988 Drainage Plan for the West Drainage Area which was prepared by Barr Engineering. Staffwill review a few major items of interest for the Council and Utility Commission. In the report, Bonestroo is recommending that the City chaxge"trunk area charges" for new developments which I will review with you, along with other policy issues. 2 ! � 1997 STORM WATER TRUNK COSTS COLLECTED FROM DEVELOPERS AND BUILDERS For this charge, Newiy Developed Properties are defined as any properties inciuding platted or unplatted parceis, which are improved with buildings, grading, or otherwise creating an impervious surface. A. Trunk Area Charges wiil be coliected from Developers on all Newly Developed Praperties inciuding those listed under "B" below at rates as follows: Single Family S 2,000 per acre (S0.0461sf) Multiple Family 52,530 per acre tS0.058/sf) I .059/s f Public/Institutional S 2,550 per acre (SO 1 Commercial S 2,820 per acre tS0.065/sf) , Industrial S 2,820 per acre (50.065/sf) I Acres are defined as gross acres of developable property minus ponding I r e at hi h water level) and wetlands at delineation line, rounded to ', ac ea ( g 9 the nearest one tenth (1/10th) of an acre.
