The City received a letter dated June 20, 1997 from Mr. Charles Mertensotto, an attorney representing the
Krech's. Charlie LeFevere and I met on July 9 to discuss this issue. A letter(attached) is being sent to Mr.
Mertensotto in order to address their lack of information. In essence, Charlie and I would like to meet
with them in order to obtain information about their landscaping operation, currently and historically. The letter
does provide some information including the fact that their property at 12050 was purchased 11 years ago for the
purpose of relocating their business from West St. Paul. However, the Planning Commission meeting minutes of
August 19, 1986 states that, "the Rosemount site would supplement their present West St. Paul business ..." and
that"... the primary use of the property would be residential ...".

RE: Krech Landscaping business located at
12050 Dodd Blvd., Rosemount
Dear Mr. Rogness:
This is to advise that our o�ce represents Krech Landscaping. Wednesday of this week was
my first opportunity to make a visit to Krech Landscaping for the purpose of discussing with Jay
Krech concerns that have been brought to your attention by some of the adjoining landowners.
The landowners state that the Krech's business is in violation of a permit issued by the City of
Rosemount. As you know, the city does not require a landscaping business to be licensed, and
� therefore no permit or license has ever been issued.
Additionally, the landowners contend there may be a violation in respect to a home occupation.
The attempt to classify the Krech's landscaping business as a home occupation is contrary to
reality, as Krech Landscaping is a business entity. The Krech's have owned and occupied the
property at 12050 Dodd Blvd. for the past 11 years. Their 7 1/2 acre parcel was acquired by
them for the purpose of relocating their landscaping business from West St. Paul to a more open
and rural area. The Krech's land still remains under the agricultural (AG) zoning. Any change
in zoning would not affect the Krech's use of the property, as their use would be preexisting.
The landowners are also questioning whether the Krech's need a permit to do snowplowing.
The business of landscaping is very seasonal, and the use of the Krech's equipment to plow
snow in the off-season is a natural income alternative. We are not aware of any statutory city
in northern Dakota County that is licensing snowplow operators.

There are other business entities located within less than 1/2 mile from the Krech's property.
Further, all adjoining landowners are located on large acreage with natural screening from one
site to another.
The Krech's, as owners of Krech Landscaping, certainly want to be good neighbors and
cooperative in correcting any specific ordinance violation. If there is a claimed violation, we
would appreciate a response from you stating the facts upon which the city relies in making its
determination.
