Property owners: Chippendale/42 Partnership Area in Acres: 12.1 Number of Lots/Units: 72 Overall Density: 6 dwelling units per acre SUMMARY The attached plan was presented at the October 7, 1997 City Council meeting. Although the Council adopted findings for denial of the original proposal, Staff has assembled cornments relative to the modified plan. The three significant changes to the plan include: l. Elimination of the six unit buildings resulting in one more building overalL 2. Modification of the street design which eliminates two of the three"motor courts" and creating a winding street that provides frontage for eleven of the fifteen buildings. 3. Expansion of the pond to the entire southern length of the block which enhances separation between the proposed attached housing types and the existing single family detached neighborhood to the south. ', The density remains the same as before at six dwelling units per acre. The development will continue to include "stacked units"which will comprise 33% of the housing options. Lastly, all of the interior units continue to have single car garages. The overall percentage of single car garages has been reduced from 61%to S8%o because of the building adjustments. The Developer has now included detached garages that could be constructed in gaps between buildings at a future date by the homeowner's association. While the detached garages will be compatible with the townhomes, they detract from the original integrity of the site design in the opinion of Staff. The revised plan appears to be vastly superior to the original plan in terms of aesthetics, street design and its relationship with surrounding properties. However, the revision does not directly address the primary concerns previously expressed by the Council related to the large number of singie car garages and the stacked units. RECOMMENDED OPTIONS FOR ACTION: 1. Deny the revised plan based upon the findings previously adopted on October 7, 1997. - ar- 2. Approve the plan subject to previously identified conditions and directing staff to prepare an amendment to the Chippendale/42 Partnership PUD agreement. It has been a long process in developing the Chippendale/42 partnership. We have heen to a tot of meetings in the past 2 112 years and have seen a loE of plans. Th�plan before us now is a very good plan. Town and Country Homes has proven to the resident that it is very willing to work with th�m. We have a plan before us that Iooks good to the residenis I have talked to. It allows a reasonable buffer zone from single family hamcs to multifamily homes. It has upgraded landscaping and imigation io ensure the property cvill be a positive irnpaci on our commwnity. As for the concem about stacked uni#s, oniy 33%of the units will be stacked. Is this a big concern? It basn't been to the residents T have taticed to. A stacked units height is the same as a regzilar building,sa they would not detract from the development. The decked units wou1Q actually be an enhancemen�,in that they will "break up„the siglrt lines of the backs of the units. The single car garages were also a concern for this development. I have personaily been to two of Town and Country townhome developments and I haven'i seen any parlang problems. I made sure I went in the evening so as to see cars as they will be parked for the night. With the average purchase price of these townhomes at approximately I20,000.00,this is the develapment the resic�ents would like to see in their neighborhood. We woutd hope you would consider this new plan of Town and Country Homes as being a good fit far our comm�nity.
