The City has received a petition for street and utility improvements for the Enclave
Addition. This Addition is loeated between County Road 42 and the University Addition,
south of 145th Street and east of Biscayne Avenue. The project will be done in one
phase per the Developers request.
Since the petition is a 100% property owner petition we will not have to have a publ'rc
hearing for the improvements. Therefore, the schedule is tentatively set as follows:
Order Feasibility Report November 18, 1997
Receive Feasibility Report January 6, 1998
Order Plans & Spec's January 6, 1998
Receive Plans & Spec's/Order Ad for Bid February 17, 1998
Receive Bids March 13, 1998
Award Contract March 17, 1998
Begin Construction April 1, 1998
Complete Construction July 1, 1998
Final Lift June 10, 1999
Assessment Hearing September, 1998
Staff recommends that the City Council pass the resolution as stated below.

A RESOLUTION RECEIVING PETITION AND ORDERING FEASIBILITY REPORT FOR '
THE ENCLAVE ADDITION STREET & UTILITY IMPROVEMENTS
CITY PROJECT #289
WHEREAS, the City Council of the City of Rosemount has received a petition from a
property owner who will benefit from the proposed The Enclave Addition Street & Utility
Improvements, City Project #289.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount as
follows:
(1) A certain petition requesting street & utility improvements to their property,
filed with the Council on November 18, 1997, is hereby declared to be signed
by the required percentage of owners of property affected thereby. This
declaration is made in conformity to Minnesota Statutes, Section 429.035.
(2) The petition is hereby referred to the City Engineer and that person is
instructed to report to the Council with all convenient speed advising the
Council in a preliminary way as to whether the proposed improvement is
necessary, cost-effective, and feasible and as to whether it should best be
made as proposed or in connection with some other improvement, and the
estimated cost of the improvement as recommended.
ADOPTED this 18th day of November, 1997.
