Most of the route is within ROW. The new Essential Services Facilities ordinance requires a public hearing for high power transmission lines that are more than 1/4 mile in length. The reasons for the line are essentially the need to supply power for increasing demands in a developing area, particularly in Eagan which is in the MUSA. Representatives of Cooperative Power will be present to answer technical questions regarding the proposed line. On August 12, 1997, the Planning Commission conducted the public hearing as required. I RECOMMENDED ACTION: Motion to adopt A Resolution Approving the Transmission Facility Permit Requested by Cooperative Power. CITY COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997- A RESOLUTION APPROVING THE TRANSMISSION FACILITY PERMIT REQUESTED BY COOPERATIVE POWER WHEREAS, the Planning Department of the City of Rosemount received an application from Cooperative Power for approval of its Transmission Facilities permit application to install overhead tranmission lines on property located along the north side of the right-of-way for Co. Rd. 38 (McAndrews Road) from Dodd Blvd. to Hwy. 3 for approx. 1897 feet, and along the west side of Hwy. 3 (So. Robert Trail) for approx. 2365 feet, and along the east side of Hwy. 3 (So. Robert Trail) for approx. 532 feet. WHEREAS, on August 12, 1997, the Planning Commission of the City of Rosemount reviewed the Transmission Facilities permit application of Cooperative Power and adopted a motion to recommend approval to the City Council WHEREAS, on August 19, 1997, the City Council of the City of Rosemount reviewed the Transmission Facilities permit application of Cooperative Power. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the Transmission Facilities permit requested by Cooperative Power. Due to increased load levels, the existing transmission source can become inadequate under some operating conditions. Therefore, the new line will become the normal source, and the existing source will serve as a back-up. The new line will also provide an additional path of supply into the Eagan area in general and add flexibility in switching operations. Two way supply is a planned future need for this substation. Project Goal To increase transmission reliability and service by providing a second source for the Lebanon Hills Substation and to replace the lost transmission source serving the cities of Eagan, Inver Grove Heights, and Rosemount. However, steel poles may be used on corners. Typical poles spans are 300 to 350 feet or about 17 poles per mile. T&ANSIIISSION LINES R f! I G� I C=11 i i' :i II Average Height of Poles 57 Feet Cooperative Power has carefully studied the area and has proposed a route that utilizes existing road right-of- way. The majority of the route follows State Highway #3 (South Robert Trail) from County Road 7#38 (McAndrews Road) to County Road #32 (Cliff Road). Along McAndrews Road the project is proposed to follow the north side of the road. Along Cliff Road the transmission line is proposed for the south side of the road which is the same as the existing transmission line west of the substation. Easements The majority of the new line is to be built on road right-of-way 2 to 5 feet from the edge of the right-of-way. except along McAndrews Road and west of Manor Lake on Cliff Road, where private easements are necessary in anticipation of road expansion in the future.
