Planning Commission Action: Unanimous Approval SUMMARY Northern States Power Company is requesting site plan approval for an electrical substation to provide for present and future power needs of the eastern Rosemount area. The property will remain owned by Koch Refining Company. The property is zoned Agriculture, and is guided for General Industrial use by the Comprehensive Guide Plan. The Essential Service Facilities ordinance permits substations in both the Agriculture and General Industrial Districts. The enclosed area is set back 100 ft. from the 140th Street East right-of-way. The yard in between contains a six-foot high berm on either side of the entry drive. Landscaping on and in front of the berm consists of a combination of boulevard trees, evergreen and ornamental trees. Planning Staff is satisfied that the proposal is consistent with the requirements for screening contained in the newly adopted ordinance (July 15, 1997) regulating Essential Service Facilities. The transmission line route extends north, behind the substation to the edge of the old Chicago Northwestern railroad ROW. At that point, it turns west and follows the railroad into the interior of the Koch Refining Company complex. On August 12, 1997, the Planning Commission conducted the public hearing as required. Substation, Transmission Services Minneapolis, Minnesota April 14, 1991 PROJECT DESIGN GUIDE (REVISED) Location: ROSEMOUNT SUBSTATION Proiect Title: NEW 115/34.5 KV SUBSTATION Proiect Number: E-97AB05 A series of transmission line and substation projects have been identified and collectively called "The Dakota County Transmission Project This project is part of the overall plan and provides a third 115 kV source to the Rosemount area via a new substation connected to the West Hastings - Cannon Falls line. Distribution load growth in the Rosemount area projects a capacity shortage by the summer of 1999. The new 34.5 kV distribution facilities at this new substation will provide the necessary electric source to meet the present and future electrical demand for the area. L Proiect Scope Construct a new 115/34.5 kV substation consisting of a four breaker ring bus configured for a future breaker and a half operation. It will be located north of 140th Street approximately 1/2 mile east of US Highway 52. This new substation will have three 115 kV lines entering the site; from the West Hastings, Koch Refinery, and Cannon Falls Substations. See the attached drawings for the proposed substation arrangement. In addition, one 115/34.5 kV transformer will be installed with two distribution feeders. U. Physical Features Civil This project will include the grading for the site and access road. The approximate graded size of the substation will be 315' x 310'. The -overall dimensions of the substation property are 475' x 455'. Landscaping will be included in the site design as required. Surface the site and access road with Class V base material and place the crushed rock as required in the grounding specification inthesubstation yard 1 and perimeter. Pave the access road, up to the gate area, with bituminous material. Install a grounded 8'-0" high substation fence with one (1) walk gate and one (1) drive gate. The fence will consist of 7'-0" high galvanized chain link fabric plus a 1'-0" high barbed wire, 3 -strand, 45 -degree security barrier. The fenced area dimensions are 305' x 300'. Install the following tapered tubular steel structures: • One (1) single bay H -frame take -off structure, approximately 48 feet high. • One (1) double bay H -frame take -off structure, approximately 48 feet high. Install a 100 foot lightning protection mast. Install drilled pier foundations for the transmission line deadend towers, switch stand supports, bus supports, and instrument transformer supports. Install slab foundations for the power circuit breakers and control house. Install combination drilled pier/slab foundation for the power transformer. 2 I CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997- A RESOLUTION APPROVING THE TRANSMISSION FACILITY PERMIT REQUESTED BY NORTHERN STATES POWER CO. WHEREAS, the Planning Department of the City of Rosemount received an application from Northern States Power Co. for approval of a site plan for an electrical utility substation on property located north of 140th Street East, across from Rich Valley Golf Course, and for a transmission facility permit. WHEREAS, on August 12, 1997, the Planning Commission of the City of Rosemount reviewed the site plan and transmission facility permit application submitted by Northern States Power Co.; and WHEREAS, on August 12, 1997, the Planning Commission adopted a motion to approve the Site Plan submitted by Northern States Power Co. and adopted a separate motion to recommend to the City Council approval of the transmission facility permit; and WHEREAS, on August 19, 1997, the City Council of the City of Rosemount reviewed the transmission facility permit application submitted by Northern States Power Co. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the transmission facility permit requested by Northern States Power Co. ADOPTED this 19th day of August, 1997 by the City Council of the City of Rosemount. ATTEST: Susan M.
