City Engineer/Public Works Director I ATTACHMENTS: Resolution, Executive Summary, Maps APPROVED BY: Schedule The City received a petition and ordered a Feasibility Report for the public improvements necessary to serve the proposed Town & Country Townhome Addition which is located in Outlot E of the McNamara Addition on July 15, 1997. Attached is the Executive Summary from the Feasibility Report which addresses the public improvements necessary to provide City services to the Town & Country Addition. The total estimated project cost is $350,000. The project includes the construction of sanitary sewer from Claret north and east to serve the future multiple family site on Outlot D. The project includes the construction of 151st Street from Claret Avenue westerly to the McNamara 1 st Addition project terminus and Claret Avenue from 151 st to its existing terminus at the north end of the O'Leary's Hills 5th Addition. The project includes storm water facilities which will serve much of the Chippendale/42 Partnership area. The project will also include trunk watermain on 151st and lateral watermain through the Town & Country Townhomes private street and Claret Avenue. The proposed schedule is attached. It is hoped that the utilities can be constructed this fall with most of the street work in 1998. Staff recommends that Council take the action as described. COUNCIL ACTION: R CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT; FOR THE APPROVAL AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE TOWN & COUNTRY/OUTLOT E, McNAMARA ADDITION STREET & UTILITY IMPROVEMENTS CITY PROJECT #287 WHEREAS, pursuant to the resolutions of the Council adopted on July 15, 1997, a report has been prepared by the City Engineer with reference to the improvement of Town & Country/Outlot E, McNamara Addition Street & Utility Improvements, City Project #287, and this report was received by the Council on August 19, 1997, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-effective, and feasible. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvements in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvements of $350,000. 2. Such improvements are hereby ordered as proposed pursuant to a petition of affected property owners. 3. EXECUTIVE SUMMARY ` City Project No. 287 provides for the construction of streets, utilities and appurtenant improvements for the proposed Town and Country Town Home development located in Outlot E of the McNamara Addition. This is the second phase of an 80 -acre development. The Chippendale/42 Partnership PUD agreement states that the developer must construct 151st Street to Claret Avenue and Claret Avenue from 151 st Street to the south property line when Outlot E is developed. In addition, the proposed three -acre park and storm water pond located east of Claret Avenue are required to be graded at this time. P.02 The proposed improvements include the construction of 151st Street as a 40 -foot wide urban street consisting of bituminous pavement, B618 concrete curb and gutter, and five-foot concrete sidewalks on both sides of the street. Claret Avenue will be constructed to a 32 -foot wide urban street section but with sidewalk only on the east side. Lateral storm sewer will be constructed to address street drainage for the proposed street construction and will be sized to accommodate the future development. The storm sewer system constructed with the McNamara first addition will serve 151st Street to the intersection of Outlots A and B along with properties north of 151st Street. Claret Avenue and 151st Street east of Outlot A will be collected by a lateral system constructed along Claret Avenue. A trunk storm sewer line will be constructed from future 151st Street and Claret Avenue to carry storm water from the existing ditch located in Outlot B from CSAR 42 and areas north of CSAH 42 to the proposed south storm water pond. This pipe will be oversized to accommodate development north of 151 st Street. The utility improvements include the construction of lateral sanitary sewer, watermain and storm sewer systems. The estimated total project cost is $350,200, which includes a 10% contingency and 30% indirect costs. Funding for the project is provided from special assessments to the benefitting properties, along with funding for oversizing from the City's Water and Storm Sewer Core Funds. The proposed improvements will be started in 1997 and completed in the summer of 1998. The final lift of bituminous is proposed to be installed in 1999, however, the project is proposed to be assessed in 1998. This project is feasible, necessary, and cost-effective from an engineering standpoint and should be constructed as proposed herein.
