This addition is located just north of the railroad tracks on the east side of Biscayne Avenue approximately '/4 mile north of 145th Street. Sanitary sewer service for this property requires the installation of the Brockway Draw Trunk Sanitary Sewer. The Feasibility Report for this Trunk Sewer is currently being worked on by Short, Elliott, Hendrickson, Inc. We believe the Biscayne Pointe and Trunk Sewer projects could have the utility work completed this fall, but we will have a hard time getting the streets in by freeze-up. Since the petition is a 100% property owner petition, we will not have to have a public hearing for the improvements. Therefore the schedule is tentatively set as follows: Order Feasibility Report Receive Feasibility Report Order Plans & Spec's Receive Plans & Spec's/Order Ad for Bid Receive Bids Award Contract Begin Construction Complete Utility Construction Install Bituminous Assessment Hearing August 19, 1997 September 16, 1997 September 16, 1997 September 16, 1997 October 14, 1997 October 21, 1997 October 30, 1997 December, 1997 June, 1998 September, 1998 Staff recommends that the City Council pass the resolution as stated below RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION RECEIVING THE PETITION AND ORDERING A FEASIBILITY REPORT FOR THE BISCAYNE POINTE ADDITION STREET AND UTILITY IMPROVEMENTS, CITY PROJECT #285. COUNCIL ACTION: 7 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1997 - A RESOLUTION RECEIVING PETITION AND ORDERING FEASIBILITY REPORT FOR BISCAYNE POINTE ADDITION STREET AND UTILITY IMPROVEMENTS CITY PROJECT #285 WHEREAS, the City Council of the City of Rosemount has received a petition from the developer and property owners of the proposed Biscayne Pointe Addition Street and Utility Improvements, City Project #285. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount as follows: (1) the aforesaid petition represents 100% of the owners of the affected property; (2) the property owner requests in the petition that the improvements be constructed and that the entire cost for their share less the City's share of the cost of the improvement be assessed against the property; (3) the aforesaid petition is approved and placed on file. (4) the City's Consulting Engineer is directed to prepare the necessary Feasibility Report for the Biscayne Pointe Addition Street and Utility Improvements, City Project #285.
