The Department of Finance from the State of Minnesota requires that the City of Rosemount resolve to operate
the program of the Rosemount Family Resource Center as long as it has ownership of the building or until there
is no longer a public need for this program. This is required in order to continue to qualify for the grant funds of
about $205,000.
Attached is the resolution setting out the need for a public hearing if and when the programing would no longer
be necessary.

RESOLUTION 1997-
A RESOLUTION APPROVING OPERATION OF THE PROGRAM
FUNDED BY MINNESOTA DEPARTMENT OF CHILDREN
AND FAMILIES LEAltNING, DIVISION OF MANAGEMENT ASSISTANCE
WHEREAS, the City of Rosemount Ciry Council, is in favor of the operation of the
Rosemount Family Resource Center for as long as the City of Rosemount has ownership of the
building, or until there is no longer a public need for this program; and
WHEREAS, the City can see the local benefit for the residents of Rosemount; and
BE IT RESOLVED, that the City Council of the City of Rosemount approves the operation
and further sets out that if the City Council determines that there is no longer a need for the
Rosemount Family Resource Center, a public meeting with due notice must be held to provide
opportunity for the residents of Rosemount to give comment on whether to continue or
discontinue the Rosemount Family Resource Center.
NOW, THEREFORE, BE IT RESOLVED, that the City of Rosemount approves the
operation of the Rosemount Family Resource Center for as long as the City of Rosemount has
ownership of the building, or until there is no longer a public need for the Rosemount Family
Resource Center.

The Rosemount Family Resource Center Capital Grant contract is enclosed and ready
for signatures.

The Mayor must sign on page�7 of the contract. Please sign and return all 5 (five)
copies.
Attachment A(the Declaration)has been completed and signed by the mayor. This form
is used to declare that the city of Rosemount has placed a deed restriction on the property
indicating that the property is now bond financed property within the meaning of Mn.
Stat. Section 16A.695. Attachment B is the legal description of the property. This has
already been completed. Attachment C is the resolution authorizing the mayor to sign
the contract.This has been resolved by Resolution 1997-48. Attachment D is a copy of
your application which is on file in the Division of Management Assistance,Department
of Children,Families and Learning.
The Department of Finance requires�that the City of Rosemount resolve to operate the
program funded by this grant throughout the ownership of the building,or until there is
no longer a public need for this program. I have included sample language for this
resolution. Please have the city council pass a resolution to this effect and return the ✓
resolution so that I can place it in the file.
