The City received a petition for Public Improvements from the owner, Jim Allen, of the I
Shannon Pond East 1 st Addition on April 15, 1997 and a Feasibility Report was ordered. �,
The attached copy of the Executive Summary of the Feasibility Report addresses the '
Public Improvement necessary to provide City services for the 16 acre, 33 lot, single '
family residential development. '
The total estimated project cost is approximately 5420,000. The project includes a trunk
watermain extension from Cinnamon Way to 160th Street along Shannon Parkway. The
oversizing cost for this trunk watermain is shown in the Feasibility Report.
This item is a request for Council to adopt a resolution receiving the Feasibility Report,
approving the project, ordering plans and specifications, approving plans and
specifications and authorizing the advertisement for bids for the Shannon Pond East 1 st
Addition Street and Utility Improvements, City Project #283. We have a set of plans and
specifications on file for your examination.
The bid opening date has been set for June 27, 1997 at 10:00 a.m. at City Hall. On
July 1, 1997, Council may be asked to award the contract for this project depending on
the Developer having executed a Subdivision Agreement. The project is scheduled to
begin in mid-July.
Staff recommends that Council take the action as described below.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT, APPROVING
THE PROJECT, ORDERING PLANS & SPEC'S, APPROVING PLANS &
SPEC'S AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE
SHANNON POND EAST 1ST ADDITION STREET & UTILITY IMPROVEMENTS
CITY PROJECT #283
WHEREAS, pursuant to the resolutions of the Councii adopted on April 15, 1997, a report
has been prepared by the City Engineer with reference to the improvement of Shannon Pond
East 1 st Addition Street & Utility Improvements, City Project #283, and this report was
received by the Council on June 3, 1997, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA:
1. The Council will consider the improvements in accordance with the report and the
assessment of abutting property for all or a portion of the cost of the improvements
pursuant to Minnesota Statutes, Chapter 429 at an estimated cost of the
improvements of 5420,000.
2. Such improvements are hereby ordered as proposed pursuant to a petition by the
affected property owner.
3. The City Engineer is hereby ordered to prepare plans and specifications for the making
of such improvements.
NOW THEREFORE BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT
MINNESOTA:
1. Such plans and specifications are hereby approved and ordered placed on file in the
office of the City C1erk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper
and the Construction Bulletin an advertisement for bids upon the making of such
improvements under such approved plans and specifications for City Project #283.
3. The advertisement shall be published in each of said publications at least once not !,
less than three (3) weeks before the date set for opening bids, shall specify the work ',
to be done, shall state that bids will be publicly opened on June 27, 1997 at 10:00 '
o'clock a.m. at Rosemount City Hall in said City and that no bids will be considered '

unless sealed and filed with the City Clerk and accompanied by a cash deposit,
cashier's check, bid bond or certified check payable to the City Clerk for five (5%)
percent of the amount of such bid.

City Project No. 283 provides for the construction of streets, utilities and appurtenant I�I
improvements for a proposed 16-acre residential development located in the northeast �I
quadrant of 160th Street West (future Dakota CSAH 46) and Shannon Park�vay. The '�
proposed development consists of 33 residential lots and is the second and final phase I
of the Shannon Pond East development. The proposed improvements include the I
canstruction of 1,900 feet of 32-foot wide urban residential streets consisting of '�
bituminous pavement and surmountable concrete curb and gutter. The project will �',
incorporate the use of the trunk sanitary sewer and storm sewer systems previously '
installed through the property. '',
Shannon Parkway improvements include construction of a 12-inch watermain and I
eight-foot paved bike trail in the east boulevard. '�,

CITY OF ROSEMOUNT ZONING ORDINANCE
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA, ORDAINS AS
FOLLOWS:
Section 1. Ordinance B, adopted September 19, 1989, entitled"City of Rosemount
Zoning Ordinance, " is hereby amended to rezone from Agriculture to R-1, Single Family
Residential Detached the following described property located within the City of Rosemount,
Minnesota, to-wit:
Geronime Pond, Dakota County Minnesota. Which had previously been described as:
The Southeast Quarter of the Southeast Quarter, Section 3 l, Township 115, Ra,nge 19,
Dakota County, Minnesota, EXCEPT the South 175 feet of the East 325 feet thereof,
and FURTHER EXCEPTING THEREFROM Outlot B, Outlot C, Outlot D; Lots 1 and
3, Block 3; and Lots 6 and 7, Block 5, according to the plat thereof on file and of record
in the office of the County Recorder within and for Dakota County, Minnesota. Subject
to and together with all easements of record.

Section 4. The Zoning Map of the City of Rosemount, referred to and described in said
Ordinance No. B as that certain map entitled"Zoning Map of the City of Rosemount" shall not be
republished to show the aforesaid rezoning, but the Clerk shall appropriately mark the said zoning
map on file in the Clerk's office for the purpose of indicating the rezoning hereinabove provided
for in this Ordinance and all of the notation references and other information shown thereon are
hereby incorporated by reference and made a part of this Ordinance.
Section 5. This ordinance shall be effective immediately upon its passage and publication
according to law.

City Project No. 283 provides for the construction of streets, utilities and appurtenant

' 2. INTRODUCTION
2.1 Authorization
' On April 15, 1997, the Rosemount City Council authorized the preparation of an
engineering feasibility report to address development related infrastructure
' improvement costs for the Shannon Pond East lst Addition. This project has been
designated as City Project No. 283.
' 2.2 Scope
' This project will include the construction of street and utility improvements and
appurtenant ��vork for the Shannon Pond East l st Addition located in the northeast
' quadrant of Shannon Parkway and 160th Street West (future Dakota CSAH 46). This
project is proposed to completed in one phase.
' The proposed improvements include construction of street, storm sewer, watermain,
sanitary sewer, and a bituminous bike trail (along Shannon Parkway only). All site
grading was completed previously by the developer.

3. GENERAL BACKGRO tJND
'
3.1 Project Location
� The Shannon Pond East 1 st Addition consists of a 16-acre arcel described as the

SW 1/4 of SE '/4 of Section 31, Township 115, Range 19 and is located north of 160th
' Street West(future Dakota CSAH 46), between Shannon Parkway on the west and the
proposed Geronime Pond subdivision on the east. The property is bounded by the
, Shannon Pond East Addition on the north. (See Figure 1)
3.2 Project Zoning

3.3 Existing Conditions
' The ro'ect area was aded for residential lots with the development of Sharulon Pond

East Addition. The terrain generally slopes and drains to Pond SPEP 2448 located in
' the center of the development. The property is close to transportation services with
160th Street West (future Dakota CSAH 46) along the entire length of the south
' property line and Shannon Parkway along the west property line.

4. PROPOSED IMPROVEMENTS
�
Sanitary and storm sewer access will be provided from existing trunk sanitary sewer
' and existing storm water ponds, respectively, located within the property. Street
accesses to the project will be from Shannon Parkway and 160th Street West. All
construction will accommodate future reconstruction of 160th Street West (future
' Dakota CSAH 46).

Street construction for this project will consist of extension of Cinnamon Way from
! Shannon Parkway to Cardinal Street West. The existing curb and gutter at Shannon
Parkway will be removed to accommodate the new street opening. Cascade Path will
, extend from Cinnamon Way southeast to 160th Street West. Cinnamon Way will be
constructed with concrete curb and gutter to the future CSAH 46 right of way and then
will utilize bituminous construction to existing 160th Street West. It is anticipated that
' the existing ditches can be graded to eliminate the need for a storm sewer culvert at
160th Street West. The proposed streets will be constructed to a 32-foot wide urban
section, including bituminous pavement and surmountable concrete curb and gutter,
, with a street section of four inches of bituminous and six inches of Class V gravel in
accordance with the City of Roser�ount's residential standard. (See Figure 3)
� 4.2 Site Gradin

' The site grading for the project has been completed and was funded privately by the
developer during the construction of the Shannon Pond East Addition. This grading will
be verified for conformance during the design phase of the project.

` 4.3 Storm Sewer
' The Shannon Pond East 1 st Addition site enerall slo es from north to south from

Shannon Pond East to storm water pond SPEP 2448 located in the middle of the
� development. Accordingly, lateral storm sewer systems for this site will be directed to
this pond. The outlet for pond 2448 was constructed in 1996 to the west side of
' Shannon Parkway into Shannon Pond. A piped emergency overflow is proposed to be
stubbed to 160th Street West from Pond SPEP 2448. The storm sewer system has been
designed for a 10-year rainfall event. (See Figure 3)

4.4 Watermain ',
�
Watermain service to the Shannon Pond East lst Addition area is available from a 12- '
' inc h diame ter wa termain loca te d a lang t he eas t si de o f S hannon Par kway an d an eig h t-
inch DIP stub from Cardinal Street West. Eight-inch DIP will be constructed ,
throughout this development with fire hydrants installed to provide fire protection. The '
1 project includes the extension of an 8" watermain along 160th Street West from
Cascade Path to the west property line for future looping to the Geronime Pond project.
� A 12-inch DIP trunk watermain will be constructed on the east side of Shannon
Parkway from Cinnamon Way to 160th Street West in accordance with Rosemount
water system planning. The 12" trunk watermain will eventually be part of a loop
' closure with an existing 12" watermain stub located at 160th Street VVest and Danville
Avenue. (See Figure 2)
' 4.5 Sanitary Sewer
� The Shannon Pond East 1 st Addition plat is served by a trunk sanitary sewer system
located in the center of the plat which was previously constructed and is served by the
Empire Wastewater Treatment Plant.

Street lights for the improved streets will be coordinated with NSP and will be paid for

Permits will be required for this project from the Minnesota Department of Health far
