The Ciry of Rosemount has been selected to receive a Youth Initiative Grant from the Minnesota Department I����
of Children, Families & Learning, for the construction of the Rosemount Family Resource Center. The �,
amount of the grant award is $214,000.00. As required by the grant, I have prepared a resolution
authorizing Cathy Busho to sign the grant agreement as Mayor of Rosemount.
As a recipient of the Youth Initiative Grant, there are several items which summarize the City of
Rosemount's commitment to the project:
1) The purpose of the Rosemount Family Resource Center is to provide adequate accommodations for
programs, outdoor activities, parking space, and satellite off'ice space for a variety of service
organizations, both public and private. Programs conducted in this building will focus on building
strong families and individuals with special emphasis on those critical, developmental years when
children are in fourth through eighth grades. Since the project is funded largely through bond
financing, the State of Minnesota requires a deed restriction on the property of the Rosemount Family
Resource Center, so that the building is not sold or used for any other purpose for the length of the
bond (20 years). The attached declaration will then be recorded as a deed restriction on the property.
2) It was recommended to have the City of Rosemount to initially finance the project to completion
through it's own reserves. The State of Minnesota will then reimburse the City of Rosemount the
entire grant award of$214,000.00 upon final completion of the project. With a current balance of
$422,000.00 in park improvement funds, fronting the project costs of$214,000.00 should not impair
future planned park projects.
3) We intend to lease the facility to Community Action Council. A lease will be presented to City
Council for approval before the grant agreement is signed.
RECOMMENDED ACTION: MOTION TO ADOPT RESOLUTION AUTHORIZING MAYOR TO
SIGN YOUTH INITIATIVE GRANT AGREEMENT AS REPRESENTATIVE OF THE CITY OF
ROSEMOUNT AND TO AUTHORIZE STAFF TO RECORD THE ATTACHED RESTRICTION ON
THE PROPERTY DEED OF THE ROSEMOUNT FAMILY RESOURCE CENTER.

A RESOLUTION AUTHORIZING MAYOR TO SIGN
YOUTH INITIATIVE GRANT AGREEMENT AS
REPRESENTATIVE OF THE CITY OF ROSEMOUNT
WHEREAS, Cathy Busho as been appointed by the citizens of Rosemount as its Mayor, and
WHEREAS, the City of Rosemount has been awarded a Youth Initiative Grant.
THEREFORE,the Rosemount City Council authorize the Mayor to sign the agreement for the
Youth Initiative Grant as representative of the City of Rosemount.
ADOPTED this 3rd day of June, 1997 by the City Council of the City of Rosemount.

resolution is set forth in the minutes of said meeting and has not been rescinded of modified.

Property is hereby subject to the following restriction:
The Property is bond�financed property within the meaning of Minn. Stat. � 16A.695.
as amended from time to time, is subject to the encumbrance created and
requirements imposed thereby, and cannot be sold or otherwise disposed of by the
public officer or agency which has jurisdiction over it or owns it without the approval
of the Minnesota Commissioner of Finance, which approval must be evidenced by a
written statement signed by the Commissioner of Finance and attached to the deed or
instrument used to sell or otherwise dispose of the Property.
Title to the Property shall remain subject to this restriction until; (i) the restriction has been fully
complied with as evidenced by a written approval &om the Minnesota Commissioner of Finance,
or (ii) a written release, releasing the Property from the restriction, signed by the Minnesota
Commissioner of Finance, is recorded in the real estate records.relating to the Property.
